In Nigeria, corruption roots in local governments (AP)

LAGOS, Nigeria ? Nigeria's most populous state is holding elections for its local government officials, a level of politics that represents the root of the oil-rich nation's corruption.

Lagos' 6.2 million registered voters cast ballots Saturday for council members and leaders of local government areas. Voting went mostly smoothly, though some polling stations saw ballots arrive hours late.

Nigeria has 774 local governments. The governments, run by council members and overseen by a chairman, remain responsible for road maintenance, sewage systems and markets, as well as assisting in health care and education in their areas.

However, the councils remain largely ineffective, as politicians grant the positions to trusted lieutenants and lackeys.
