Europe set for worst quarter since 2008 (Reuters)

HONG KONG (Reuters) ? European stock index futures fell on Friday, putting shares there firmly on course to post their biggest quarterly decline since the months following the collapse of Lehman Brothers three years ago.

Asian equities also dropped, extending the worst monthly performance since the most volatile days of the global financial crisis in October 2008. Chinese shares racked up sharp losses amid fears of a property market correction.

The euro fell and was on course for the biggest monthly drop in nearly a year, with German parliamentary approvals of new powers for Europe's bailout fund having little lasting impact.

"The euro weakened as strong selling by Japanese exporters emerged but frankly, looking at the recent volatility, a dip like that is still not hugely important," said Teppei Ino, a currency analyst at Bank of Tokyo-Mitsubishi UFJ. "The question now is what is the EU's big, long-term solution to save it."

Euro STOXX 50 index futures fell 0.4 percent. Futures for Germany's DAX and France's CAC-40 fell by similar amounts, while financial spreadbetters in London called the FTSE 100 to open down as much as 0.6 percent.

Fears of a spiraling European debt crisis and a slowing global economy that would hit Asian exports caused investors to slash their bets on risky assets in the September quarter.

Markets in Asia, considered by investors to have superior fundamentals compared with developed markets in the West, were not immune, with institutional investors continuing to hedge against further Asian currency weakness, including the yuan.

CHINA BANKS SOLD

Mainland Chinese stocks listed in Hong Kong fell 3.8 percent, underperforming the rest of the region, with investors selling off bank shares on fears over their exposure in the event of a property market slump.

Stocks in Japan, Australia and Korea were flat to slightly lower, with only Hong Kong shares among the major losers, dropping about 2.3 percent, as investors locked in profits.

While window-dressing by fund managers buying some of the quarter's outperforming issues to improve their books has helped support shares this week, further gains may be hard to get as macro concerns remain.

"Window-dressing tends to support the market at the end of quarter, and some relief about Europe's situation after the German vote is also giving buyers more confidence," said Mitsushige Akino, chief fund manager at Ichiyoshi Investment Management Co.

MSCI's index of Asia Pacific shares outside Japan fell 1.0 percent after rising for three consecutive days. For the month, it was down more than 13 percent, its biggest monthly drop since October 2008.

U.S. stock futures were down 0.5 percent after ringing up decent gains on Thursday.

BONDS CRACK

In what has been another tough month for money managers with market movements largely dictated by the ebb and flow of headlines from Europe, emerging market bonds have suffered the most as investors cut positions to protect portfolios.

EPFR Global data shows emerging market bond fund outflows gathered pace in the week to September 28. A total of $3.2 billion of net outflows was recorded from emerging market bond funds, compared with the previous week's outflow of $692 million.

Hard currency bond funds saw $1 billion of outflows while local currency bond funds saw $1.6 billion in withdrawals.

In Asia, some of the biggest jumps in bond yields have been in markets where foreign positioning has been the most crowded such as Indonesia and Malaysia, while the bustling international pipeline for bond issuers in Asia has come to a grinding halt.

Currencies have also been hard hit.

As the flight to safety pushed the dollar higher against other currencies, investors such as long-only funds and banks --who bought these bonds on an unhedged basis, betting on more FX gains -- hurried to hedge positions, further exacerbating their drops.

Even a recent drive by Chinese authorities to fix the yuan's midpoint higher has failed to impress markets.

The renminbi is trading at the bottom end of a trading end against the dollar and the offshore yuan is trading at a rare steep discount against the onshore rate.

Elsewhere, the euro hovered above a eight-month low versus the dollar after German Chancellor Angela Merkel's coalition party voted on Thursday to enhance the European Financial Stability Facility's powers.

Having worked through to $1.3679 at one stage, the single currency settled back at $1.3556 with investors worried about the many problems ahead for the euro zone.

"There is still a lot of uncertainty... Economic growth in Europe and the U.S. is not that good and that will put pressure on the euro and give a bid to the dollar," said Joseph Capurso, strategist at Commonwealth Bank of Australia.

Worried investors gave the thumbs up to safe-haven bets like gold and Treasuries, with the former extending gains by 0.8 percent to around $1,626 per ounce.

U.S. crude futures rose above $82.50 a barrel in electronic trade on Friday, extending Thursday's gains. Brent crude edged above $104 a barrel, but remained on track for the biggest quarterly drop in 15 months.

Stocks get lift from US data, Germany's 'yes' vote (AP)

LONDON ? Stocks were down modestly but the euro was higher on Thursday after Germany's parliament overwhelmingly approved the strengthening of a bailout fund intended to help European countries mired in debt crises.

Though it was a clear victory for Chancellor Angela Merkel, as she did not have to rely on support from opposition parties, investors had expected the outcome and are aware that new plans and proposals will be needed to contain the debt crisis.

In the short-term, the markets' hope is that the vote in favour of a beefed-up rescue fund ? the tally was 523 in favor, 85 against and 3 abstentions ? indicates Germany is fully behind efforts to shore up Europe's defenses against a crisis that has already seen three countries bailed out and stoked talk Greece will default.

Germany is the biggest economy among the 17-countries that use the euro currency and has to contribute more than others to boosting the firepower of the bailout fund, the so-called European Financial Stability Facility, or EFSF. If passed, Germany will be guaranteeing loans in the future for up to euro211 billion ($288 billion), rather than euro123 billion so far.

"The overwhelming majority in the Bundestag is a good sign and will hopefully mark a step change in German commitment to bringing the spiraling crisis under control," said Sony Kapoor, managing director of Re-Define, an economic think-tank.

In Europe, Germany's DAX was down 0.5 percent at 5,552 while France's CAC-40 fell 0.2 percent to 2,999. The FTSE 100 index of leading British shares was underperforming, trading down 0.8 percent at 5,178 after weak U.K. bank lending figures worried investors about the potential impact on the economy from financial sector jitters.

Wall Street was poised for solid gains at the open ? Dow futures were up 0.5 percent at 11,031 while the broader Standard & Poor's 500 futures rose by the same rate to 1,154.

Fears that Greece was heading rapidly toward a chaotic default have roiled global markets for weeks.

Earlier this week, financial stocks were buoyed by hopes that a plan was in the works to prevent Greece from defaulting on its debts ? an event some fear would crush banks with significant holdings of the country's bonds and cause domino-style defaults in other indebted countries, such as Italy.

But late Wednesday, investor sentiment fell after German Chancellor Angela Merkel suggested that a second bailout package for Greece might have to be renegotiated. Several European leaders want banks to take bigger losses on Greek bonds. France and the European Central Bank oppose the idea.

The improved appetite for risk on Thursday also helped the euro brush off another survey showing that Europe's economy was grinding to a halt. When risk appetite is high, the euro usually garners support against the dollar. Following the German vote, it was trading 0.5 percent higher at $1.3611.

In its monthly survey of economic conditions around the 17 countries that use the euro, the EU's executive arm, the European Commission said confidence fell further in September following the previous month's precipitous collapse. Its economic sentiment indicator stands at 95, against August's 98.4, and is below the long-run average. The last time it was lower was in December 2009.

The further decline in confidence is likely to pile the pressure on the European Central Bank to reverse recent course and start cutting interest rates again, if not in October, then in November when Italy's Mario Draghi will have replaced the current head Jean-Claude Trichet.

Earlier in Asia, Japan's Nikkei 225 index swung between gains and losses before finishing up 1 percent to 8,701.23. South Korea's Kospi index shot up 2.7 percent to 1,769.29. China's Shanghai Composite Index dropped 1.1 percent to 2,365.34. Markets in Hong Kong were closed due to severe weather.

Oil prices tracked equities higher too ? benchmark crude for November delivery rose 46 cents to $81.67 per barrel on the New York Mercantile Exchange.

(AP) ? Over months, Venezuelan TV soap opera writer Leonardo Padron built a Twitter following of about 250,000 people by posting more than a dozen messages a day, many of them skewering President Hugo Chavez.

On Aug. 29, Padron issued a typical shot: "Chavez knows of the immense death toll that there is in this country, so why such indifference to the subject of insecurity?"

Three days later, however, the tweets picked a new target: Padron himself. "In no way have I contributed to combat racism, discrimination, cultural alienation," one note read. "My soap operas feed these evils in our society."

Padron had fallen victim to an unknown hacker or group of hackers who have hijacked the accounts of at least nine well-known Chavez critics, posting curse-filled insults, threats and slogans such as "Long live Chavez."

One late-night post called a journalist a homosexual, and another threatened a Chavez opponent: "I'm going after you little by little, Damned Narco." Doctored photos show opponents wearing red berets of the sort favored by the socialist leader.

The burst of Twitter hacking has opened a new battlefield in Venezuela's heated political wars. Some Chavez critics say their email accounts have also been compromised.

A group calling itself "N33" has claimed responsibility for the Twitter attacks, and those targeted have had "N33" appear on their Twitter profiles.

All sorts of theories have been circulating about who is behind N33, ranging from Chavez allies to opponents trying to make the government look bad. Some wonder if it could be a single young hacker trying to make a statement.

Padron heard from an acquaintance that his account was sending out insults. He had been wondering why he wasn't able to sign in to Twitter. Suddenly, it was clear: Someone had stolen his password and shut him out.

"It's an invasion, a humiliation. It's as if you're about to go into your house and the door doesn't open with your key, and you sense there's someone inside posing as you," Padron told The Associated Press in an interview.

"You don't imagine that your 2.0 life is going to be stolen, that your voice is going to be expropriated," Padron said. "Of course, I began to have a very strong feeling of indignation."

Other victims of the attacks this month have included an activist, a humorist, three journalists, a TV show host, an ex-diplomat and a former Chavez supporter, all of them openly critical of Chavez.

Some of the victims have complained to authorities. Attorney General Luisa Ortega Diaz said that two prosecutors are collecting evidence and will talk to witnesses.

Both Twitter and Google say the attacks most likely involved phishing, a form of Internet fraud in which victims are tricked into revealing passwords or other personal information through emails with links to pages that appear to be authentic. Once a victim enters a password for Twitter or an email account on a fraudulent page, hackers are able to use it to take over the real account and change the password.

About 2 million Venezuelans, or 8 percent of the population, are Twitter users, according to figures by the local research company Tendencias Digitales. That gives Venezuela the second highest Twitter penetration in the region, after Uruguay.

Chavez's opponents regularly use the social networking site to spread critical commentary, while the government goes on Twitter to promote its policies and attack opponents. Chavez's Twitter account, chavezcandanga, reached the milestone of 2 million followers on Aug. 31.

That very day, the attacks by N33 began. In a Sept. 2 statement posted on the Internet, it called itself a group without links to "any government entity."

The statement was read aloud on state television by the host of the late night talk show La Hojilla, or "The Razor," a program that often denounces Chavez opponents.

In the statement, N33 said it had hijacked accounts to retaliate for "improper use of Twitter" and for attacking Chavez while he undergoes cancer treatment. It said Chavez's "convalescence hasn't been enough of a reason for these opposition characters ... to diminish their load of rage and bad intentions."

N33 has also taken over Gmail accounts, usually at night, stealing personal messages and photos and posting them on Twitter.

While the attacks on Twitter accounts died down after the first week of September, N33 has continued posting items extracted from email accounts on its a Twitter account, Cain_Supremo.

Activist Rocio San Miguel, whose Twitter account was taken over, also saw her personal photos and documents as well as insults and threats against her appear on the N33 Twitter feed.

"It's a feeling of powerlessness," San Miguel told the AP. "Without a doubt, they want to frighten and intimidate."

San Miguel leads an organization focused on national security and defense issues, and she likened the attacks to a sort of terrorism, saying they seem aimed at making an example of certain government critics to inhibit others.

Padron said it took him three days to block his own account. He also had to recoup email accounts that had been seized.

One of pirate posts on Padron's Twitter account sent greetings to the website "Table of Scorpions," a similarly mysterious, unsigned blog that has posted recorded phone conversations of opposition politicians.

Venezuelan law imposes prison sentences for cyber-spying or accessing others' accounts, and one 17-year-old Venezuelan was arrested four years ago for hacking into government websites. He was later released and the status of his case is unclear.

Twitter said that phishing schemes are a leading hazard.

"Most attempts to gain access to accounts target users by sending them fraudulent messages meant to trick them into sharing their passwords," Twitter spokeswoman Kristen Hawley said in an email. "A personal email account that's compromised is the second most likely way an intruder gains access to Twitter accounts."

Rafael Nunez, a Venezuelan online security expert who has experience as a hacker, noted that while N33 describes itself as a group, many of its messages are written in the first person. One such message on Twitter boasted: "I've got you going crazy."

"It's a single virtual speaker, but behind that speaker there could be collaborators," said Nunez, who heads the Venezuelan information security company Clean Perception.

Nunez was imprisoned in the United States for more than eight months in 2005 for hacking a Defense Department website and was later released. He calls himself an "ethical hacker" who saw hacking as a challenge and now uses his knowledge to improve online security.

After studying some of the latest attacks, Nunez said N33 apparently gained access to Gmail accounts by phishing for passwords or using software that enabled keystroke logging.

Nunez said he doesn't know of other countries where Twitter accounts have been similarly taken over in such a systematic way.

As for who might be behind it, Nunez said there are only theories for now.

"The language is very immature," Nunez said. "It's like a kid."

Roman Polanski returns to scene of 2009 arrest

Roman Polanski has returned to the Zurich Film Festival to accept the lifetime achievement award he was unable to pick up two years ago after being arrested for a decades-old sex-crime case.

Family members suspect drugs in 5 deaths

A driver in rural Indiana made a startling discovery, finding a young girl walking in the road, alone.

But what police found at the 4-year-old's home was even more disturbing: four people dead, at least some of them shot. A fifth person was dead on a nearby property.

Indiana State Police said autopsies were done Monday on four of the five victims, and they didn't plan to release the IDs until after the fifth autopsy is completed on Tuesday.

With few details released from authorities, residents were left speculating about what brought violence to their area about 50 miles southeast of Indianapolis ? and whether the danger had passed.

"People who haven't locked their doors in years, they're definitely locking up tight now," said Ryan Renfro, who lives nearby. "I actually took off work today because I'm here with my elderly grandparents and I didn't want to leave them here alone until they caught who they are looking for."

Sgt. Jerry Goodin, a spokesman for the Indiana State Police, did not say whether the shooter or shooters were believed to be among the deceased. He did say Monday that no manhunt was being conducted.

Although police weren't releasing the names, people in this area, where many are related by blood or through marriage, talked about their relatives who had been killed. Those included four members of one family ? a man, his estranged wife and their two adult children ? as well as a neighbor who had gone to visit a member of the household.

Jewel Compston said her son, Henry Smith, 43, left the house they share Sunday morning to go to the home where the four bodies were found.

"He never made it back," she said, tearing up.

Compston said police told her early Monday that Smith had been shot to death.

Smith's aunt, Evelyn Renfro, lives nearby and said she heard shots around noon Sunday.

"Nobody went out because they were loading the cattle here and they didn't pay no attention to that," Renfro said.

Police wouldn't comment on motive, but neighbors said they had complained about drug activity in the area, and the sister of one victim said the family had been involved with drugs.

Franklin County Sheriff Ken Murphy said his deputies have been to the address before but did not say whether drugs were involved.

Teresa Richardson said the home where the bodies were found belonged to her sister's estranged husband, who lived there with the couple's daughter and son. She said her sister was visiting them Sunday.

She said police called her Monday afternoon and confirmed the four dead inside the home were her sister, Angie Napier, her sister's estranged husband, Roy Napier, daughter Melissa Napier and son Jacob Napier.

Teresa Richardson called the deaths a "senseless massacre" and said she blamed it on drugs. She said her sister and Roy Napier would have arguments that sometimes got physical, but she didn't think any of the family members would have turned on the others.

Debra Richardson, who can see the home from the greenhouse at her Pretty Petals florist shop next to her house, said she has complained frequently to police about what she believed to be drug dealers in the area, including at the mobile home.

"I have a greenhouse business, and they had more traffic than I do. I'm in here working in the greenhouse and I see people pulling in all the time. You don't have that many people visit you."

(AP) ? A severe drug shortage is endangering patients and forcing hospitals to buy life-saving medications from secondary suppliers at huge markups because they can't get them any other way.

An Associated Press review of industry reports and interviews with nearly two dozen experts found at least 15 deaths in the past 15 months blamed on the shortages, either because the right drug wasn't available or because of dosing errors or other problems in administering or preparing alternative medications.

The shortages, mainly involving widely-used generic injected drugs that ordinarily are cheap, have been delaying surgeries and cancer treatments, leaving patients in unnecessary pain and forcing hospitals to give less effective treatments. That's resulted in complications and longer hospital stays.

Just over half of the 549 U.S. hospitals responding to a survey this summer by the Institute for Safe Medication Practices, a patient safety group, said they had purchased one or more prescription drugs from so-called "gray market vendors"? companies other than their normal wholesalers. Most also said they've had to do so more often of late, and 7 percent reported side effects or other problems.

Hospital pharmacists "are really looking at this as a crisis. They are scrambling to find drugs," said Joseph Hill of the American Society of Health-System Pharmacists.

A hearing on the issue was set for Friday before the health subcommittee of the House Energy and Commerce Committee. The Food and Drug Administration is holding a meeting Monday with medical and consumer groups, researchers and industry representatives to discuss the shortages and strategies to fight them.

The FDA says the primary cause of the shortages is production shutdowns because of manufacturing problems, such as contamination and metal particles that get into medicine.

Other reasons:

? Companies abandoning the injected generic drug market because the profit margins are slim. Producing these sterile medicines is far more complicated and expensive than stamping out pills, and it can take about three weeks to produce a batch. Making things worse, companies don't have to notify customers or the FDA that they've stopped making a medicine. That means neither FDA nor competitors can try to fill the gap.

? Only a half-dozen companies make the vast majority of injected generics. Even if other companies wanted to begin making a generic drug in short supply, they're discouraged by the lengthy, expensive process of setting up new manufacturing lines and getting FDA approval.

? Theft of prescription drugs from warehouses or during shipment.

? Secondary, "gray market" vendors who buy scarce drugs from small regional wholesalers, pharmacies or other sources and then market them to hospitals, often at many times the normal price. These sellers may not be licensed, authorized distributors.

Hospitals that buy scarce medicines from the "gray market" are taking a gamble.

The drugs may be stolen and hospitals can't always tell whether a medicine was properly refrigerated ? as required for many injectable drugs ? or whether it's past the expiration date, said Michael R. Cohen, a pharmacist and president of the institute. Either way, the active ingredient might have degraded and the drug might not work well or could harm the patient, he said.

Cohen attributes at least 15 recent deaths to drug shortages based on reports by medical personnel, but says many deaths and injuries go unreported.

In the worst known case, Alabama's public health department this spring reported nine deaths and 10 patients harmed due to bacterial contamination of a hand-mixed batch of liquid nutrition given via feeding tubes because the sterile pre-mixed liquid wasn't available.

So far this year, 210 drugs have been added to the list of drugs in short supply, one less than the total for all of last year, according to the University of Utah Drug Information Service, which tracks the shortages. That's triple the roughly 70 a year from 2003 to 2006, when shortages began to climb steadily.

"The shortages aren't resolving. They're piling up on top of existing ones," said Erin Fox, a pharmacist who manages the service. She said at least 55 drugs from shortages before this year are still unavailable or scarce.

The average price markup on drugs sold by secondary distributors was 650 percent, according to an Aug. 16 report by the Premier Healthcare Alliance, a group that helps U.S. hospitals and other health providers improve their patient care and finances. The report is based on an analysis of 636 unsolicited sales offers that were faxed and emailed to hospitals from secondary distributors in April and May.

Virtually every offer was for at least double the normal price, the survey found. The drugs with the highest markups were for critically ill patients needing anesthesia or other medicines for surgery or for emergency care, cancer, infectious diseases and pain management.

In an extreme case, one vendor was offering a generic drug for dangerously high blood pressure, normally priced at $25.90 per dose, for $1,200.

So far, hospitals have been absorbing the extra costs, but they'll soon have to start passing them on to insurers and patients, according to the American Hospital Association.

Hospitals sometimes have to cave in to save patients, according to Cohen and several hospital pharmacy directors.

The FDA says it must uphold quality standards but also works hard to prevent shortages.

"When FDA detects a contaminant, whether it be shards of glass or metal particles or an infectious agent, we have to take action to protect the public," said Dr. Peter Lurie, a senior adviser in the FDA commissioner's office.

When the agency orders a production shutdown, it urges other manufacturers to boost their output and expedites any approvals needed, said Valerie Jensen, associate director of FDA's drug shortage program. When raw materials used to make drugs are in short supply, the FDA tries to find new sources.

The agency averted 38 shortages last year, Jensen added.

Legislation pending in the House and Senate would increase penalties for drug thefts from warehouses and tractor-trailers. Another proposal, which has bipartisan support, would require drug manufacturers anticipating a shortage to immediately notify the FDA.

Sen. Amy Klobuchar, D.-Minn., the primary sponsor of the Senate version of the notification bill, said other solutions being considered include better tracking of medicine shipments, mandatory accreditation of distributors, stockpiling of key drugs and allowing routine imports of prescription drugs from countries such as Canada.

Distributors that supply about 90 percent of prescription drugs to hospitals buy direct from drug manufacturers and deliver only to customers with appropriate licenses, said John Parker, a spokesman for the Healthcare Distribution Management Association. He said HDMA members don't participate in the "gray market" but would not comment further.

The pitches hospitals get from the secondary distributors generally say they have small batches of specific drugs that are hard or impossible to find. "Are you enjoying this crazy 'roller coaster ride' of pharmaceutical shortages? ... I utilize over 60 vendors to locate and procure needed pharmaceuticals to assist when you have shortage needs," one reads.

Several distributors who sent hospitals solicitations for scarce drugs didn't return calls from the AP. One representative said he wasn't authorized to discuss the issue.

One company, Novis Pharmaceuticals, defended the higher prices, saying secondary distributors have to charge far more because they don't get the big rebates manufacturers give primary distributors. They also have high costs to locate and transport batches of scarce drugs, although the company, which mainly distributes blood plasma, would not disclose its profit margin.

It's illegal for companies to create a monopoly or collude to create a medicine shortage and raise prices, and there's no evidence of that. There's no federal law against price-gouging on prescription drugs, according to the FDA, but it does urge pharmacists to report cases to its Office of Criminal Investigation. An agency spokeswoman said she could not discuss whether any cases are being investigated.

The top three wholesalers say they try to alleviate problems by working with drug manufacturers, updating hospitals on shortages and rationing scarce supplies by giving their regular hospital customers a portion of their normal order. McKesson Corp. and Cardinal Health Inc. say they halt sales to any smaller distributors found to be diverting drugs or otherwise breaking rules. AmerisourceBergen Corp. does background checks on customers.

The hospital association and other groups urge hospitals not to buy from unaccredited vendors, to insist on documentation of the drug's source if they must, and to report price gouging to state authorities. But only three states ? Kentucky, Maine and Texas ? have price-gouging laws that specifically cover medicines.

"Something has to be done here," said pharmacist Michael O'Neal, head of drug procurement for Vanderbilt University Medical Center in Nashville, which has had to purchase medicines from secondary suppliers about 70 times the past two years.

"This is unethical," he said. "We're talking about people's lives."
