Feral hogs threaten disease, business

ALBUQUERQUE (KRQE) - It's a growing concern in the state, wild hogs rampaging New Mexico and now it has the state land commissioner worried.

The Public Land Commissioner is warning not only of the diseases these wild hogs can transmit to humans, but also how difficult it's been getting rid of them.

The sizeable swine are swarming across New Mexico, wreaking havoc on the land and reproducing rapidly.

"They're very adaptive, they're very intelligent, they have now moved to 17 of our 33 counties in New Mexico," explained State Land Commissioner Ray Powell.

Powell said they've rampaged on more than a million acres of state trust land. A veterinarian by trade, he said he's worried about the hogs.

"They can do serious damage and they could potentially drive a lot of people in agriculture out of business," said Powell.

Feral hogs carry 27-diseases that can infect wildlife and domesticated animals. Diseases, Powell said, that can be transmitted to humans, and cripple the livestock industry.

Powell said testing reveals there's almost no limit to what they'll pig out on. "They found spade toads, lizards, snakes, birds, anything that they can get a hold of they'll eat and devour," Powell said.

News 13 spoke with a USDA wildlife specialist last summer that spent most of his time tracking down hogs. "I'm continually working on pigs, all it has done through the years is intensify," said Ron Jones.

And it's only gotten worse, Powell said the hogs are originally from Siberia, and were brought in for hunting. But, they're hard to catch.

"We've had people with helicopters flying over trying to actually spot them, they've learned that the helicopters are not good news for them and they actually hide," Powell explained.

Still, he said, the daunting task of getting rid of them is necessary. "But if people don't know about it, we're not going to be able to prevent some very serious things from happening."

Powell said his office is working with game and fish, the health department, environment department, and the livestock board to try and tackle problem.

The Public Land Commissioner said a big part of the effort is trying to ensure the state land office does not have to close off lands to mining and exploration because of the hogs.

WASHINGTON (AP) ? Israeli officials say they won't warn the U.S. if they decide to launch a pre-emptive strike against Iranian nuclear facilities, according to one U.S. intelligence official familiar with the discussions. The pronouncement, delivered in a series of private, top-level conversations, sets a tense tone ahead of meetings in the coming days at the White House and Capitol Hill.

Israeli officials said that if they eventually decide a strike is necessary, they would keep the Americans in the dark to decrease the likelihood that the U.S. would be held responsible for failing to stop Israel's potential attack. The U.S. has been working with the Israelis for months to persuade them that an attack would be only a temporary setback to Iran's nuclear program.

Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak delivered the message to a series of top-level U.S. visitors to the country, including the chairman of the Joint Chiefs of Staff, the White House national security adviser and the director of national intelligence, and top U.S. lawmakers, all trying to close the trust gap between Israel and the U.S. over how to deal with Iran's nuclear ambitions.

Netanyahu delivered the same message to all the Americans who have traveled to Israel for talks, the U.S. official said.

The official spoke on condition of anonymity to discuss sensitive strategic negotiations.

The White House did not respond to requests for comment, and the Pentagon and Office of Director of National Intelligence declined to comment, as did the Israeli Embassy.

Iran claims its nuclear program is for peaceful purposes, but the International Atomic Energy Agency has raised alarms that its uranium enrichment program might be a precursor to building nuclear weapons. The U.S. has said it does not know whether Tehran has decided to weaponize its nuclear material and put it on a missile or other delivery device.

The secret warning is likely to worry US officials and begin the high level meetings with Israel and the U.S. far apart on how to handle Iran.

But the apparent decision to keep the U.S. in the dark also stems from Israel's frustration with the White House. After a visit by National Security Adviser Tom Donilon in particular, they became convinced the Americans would neither take military action, nor go along with unilateral action by Israel against Iran. The behind-the-scenes warning belies the publicly united front the two sides have attempted to craft with the shuttle diplomacy to each other's capitals.

"It's unprecedented outreach to Israel to make sure we are working together to develop the plan to deter Iran from developing a nuclear weapon," and to keep them from exporting terrorism, said Maryland Rep. Dutch Ruppersberger, the top Democrat on the House Intelligence Committee.

He traveled there with the Intelligence Committee chairman, Rep. Mike Rogers, a Michigan Republican, to meet Israel's prime minister and defense minister, along with other officials.

"We talked about the fact that sanctions are working and they are going to get a lot more aggressive," Ruppersberger added.

They also talked about presenting a unified front to Iran, to counter the media reports that the two countries are at odds over how and when to attack Iran.

"We have to learn from North Korea. All those (peace) talks and stalling and they developed a nuclear weapon," he said. "We are going to send a message, enough is enough, the stalling is over. ... All options are on the table."

"I got the sense that Israel is incredibly serious about a strike on their nuclear weapons program," Rogers told CNN on Monday. "It's their calculus that the administration ... is not serious about a real military consequence to Iran moving forward.

"They believe they're going to have to make a decision on their own, given the current posture of the United States," he added.

U.S. intelligence and special operations officials have tried to keep a dialogue going with Israel, despite the high-level impasse, sharing with them options such as allowing Israel to use U.S. bases in the region from which to launch such a strike, as a way to make sure the Israelis give the Americans a heads-up, according to the U.S. official, and a former U.S. official with knowledge of the communications

Cooperation has improved on sharing of intelligence in the region, according to one current and one former U.S. official. Israel is providing key information on Syria for instance, now that the U.S. has closed its embassy and pulled out both its diplomats and intelligence officials stationed there, the U.S. official said.

Teachers union won't oppose bill to extend pink-slip deadline

Bill Freeman, president of the San Diego Education Association (SDEA), which represents teachers in the San Diego Unified School District (SDUSD), has told Assemblymember Marty Block that the union will not oppose legislation that allows for a move from March 15 to June 15 the deadline for notifying teachers that they might be laid off come July. The bill would affect only San Diego's school district. The deadline extension would be subject to agreement between the union and the district. Other districts would still be required to send pink slips to teachers by March 15.?

SDEA had said it would oppose the bill unless the district promised not to send pink slips in March. That put the district in a tough spot because if it made such a promise and then the legislation failed, it would not be legally allowed to lay off teacher for the upcoming school year. The district may need to lay off hundreds of teachers?if not more than 1,000?in order to deal with a budget deficit of up to $122 million.

"We have backed off," Freeman told CityBeat today, "and we have said that we will not oppose that legislation."

Block will introduce his bill today. In order for it to impact the upcoming school year, it will need to become effective immediately upon passage. In order for that to happen, it has to carry an "urgency" clause. Urgency bills require an affirmative vote of two-thirds of the Legislature.

The March 15 deadline is in place to give teachers time to plan for a possible layoff. However, it's problematic because school districts don't know by then what their budget will be because the state, which provides the funding, doesn't know its financial condition until at least May.

Block told CityBeat today that he planned to introduce the bill at the "urging" of both SDUSD and SDEA.

"We were very surprised that

the San Diego Education Association kind of pulled back from their initial, very enthusiastic support," he said, "but hopefully, they'll be there ultimately and support this bill in the end."

Block said the two-thirds hurdle for the urgency bill won't be difficult if the union supports the bill. It will need some Republican votes in both houses, but he said he doesn't consider it a "particularly partisan matter."

He speculated that the powerful California Teachers Association (CTA) will "defer" to the local union, which is under the CTA umbrella, but he doesn't know for sure. "If CTA were to take an 'oppose' position, it could kill the bill among my colleagues," Block said.

"It's going to be difficult to get it done by March 15 under the best of circumstances," Block said. "We're going to try."

The bill will have to clear the Assembly Education Committee and maybe the Labor Committee, as well. Then it has to clear the Assembly Appropriations Committee, which assesses whether it carries any cost to the state. Then it goes to the Assembly floor. If it gets the two-thirds vote there, it follows the same path in the Senate before going to the governor's desk for a signature. Normally, that process can take eight months, Block said. "If leadership of both houses... [is] supportive, and the Governor's office is supportive, we can get it done much more quickly," he added.

The Indian prime minister has blamed US non-governmental organisations for the delay in commissioning the Koodankulam nuclear plant in Tamil Nadu state.

Manmohan Singh told the prestigious Science journal that these groups did not appreciate India's growing energy requirements.

The plant has been stalled by protests from local people over safety concerns.

Mr Singh also blamed US and Scandinavian groups for opposing genetically modified crops in India.

Critics say Mr Singh's comments hark back to the pre-liberalisation days when Indian politicians blamed all of India's problems on foreign countries.

"You know what's happening in Koodankulam," Mr Singh said, referring to months of protests which have stalled the commissioning of two 1,000-MW nuclear reactors at the plant in Tirunalveli district.

"The atomic energy programme has gone into difficulties because these NGOs [non-governmental organisations], mostly I think based in the United States, don't appreciate the need for our country to increase the energy supply."

Referring to a 2010 government decision to defer the commercial cultivation of the genetically modified vegetable BT brinjal, Mr Singh said biotechnology had enormous potential and India must make use of it to increase agricultural produce.

"But there are controversies. There are NGOs, often funded from the United States and the Scandinavian countries, which are not fully appreciative of the development challenges that our country faces.

"But we are a democracy, we are not like China," he said.

Jackets deal Carter to Kings for Johnson, pick

COLUMBUS, Ohio (AP) ? The Los Angeles Kings needed a goal-scorer. The Columbus Blue Jackets simply needed a redo.

Both teams met their needs Thursday night by pulling off a major trade that sent forward Jeff Carter from Columbus to the Los Angeles Kings for defenseman Jack Johnson and a first-round draft pick in either 2012 or 2013.

Carter, 27, is expected to supply offense for the goal-starved Kings, who started Thursday night in eighth place in the Western Conference.

"Even in the summer, I always felt we were a top forward away," Kings general manager Dean Lombardi said. "Now, that said, I certainly didn't think we were (going to be) 30th in the league in scoring."

Carter signed an 11-year, $58 million deal with the Philadelphia Flyers in November 2010, but now will be joining his third team since agreeing to it.

Acquired in a blockbuster deal with Philadelphia last summer, Carter was expected to center the Blue Jackets' top line with captain Rick Nash, who is also rumored to be on the trading block leading up to Monday's NHL dealing deadline. But Carter missed 20 games due to a broken foot and a separated shoulder. He had three goals in the Blue Jackets' previous game and has 15 goals and 10 assists in 39 games this season.

Carter will be reunited with forward Mike Richards, who was traded by the Flyers to the Kings last June on the same day Carter was shipped to Columbus in a major Philadelphia housecleaning.

Carter has scored at least 30 goals three times, and has hit the 20-goal mark five times during his six-plus seasons in the NHL. But he struggled to find a role in Columbus.

"We were excited and had high expectations when we acquired Jeff Carter, but we just couldn't find the right fit for him here," Blue Jackets general manager Scott Howson said.

A telephone message left for Carter by The Associated Press wasn't immediately returned.

Johnson, a 25-year-old former University of Michigan star, has eight goals and 16 assists this season, his fifth in the NHL ? all with the Kings.

If the Kings make the playoffs this season, they will send their first-round pick this summer to the Blue Jackets. If Los Angeles fails to qualify, Columbus will have the choice of taking this year's pick or next year's top selection.

"I think the only way that we can make this deal is because we have some young defensemen coming through the system," Lombardi said. "It kind of allowed us to reach out to a player of this caliber, who's still a young player barely in his prime."

At a hastily called news conference late on Thursday night, Howson said Johnson was "over the top excited" about the trade.

There had been grumbling from fans last summer when Carter appeared to be less than enthusiastic about coming from the talent-rich, playoff-proven Flyers to a franchise that has made only one postseason trip in its 11 seasons. And that ended with a four-game sweep three years ago.

Howson said the addition of Johnson immediately improves the Blue Jackets' questionable defense.

"We've got a quality top-four defenseman," he said. "We now have a very good defense."

Columbus dealt one of its top centers, Antoine Vermette, to Phoenix on Wednesday for a minor league goalie and two draft picks. With rumors still flying about Nash, Howson said he expected to be busy through Monday.

Howson added that recent deals will go a long way toward remaking the struggling franchise.

"We are committed to a competitive culture with huge expectations for everybody in our organization," Howson said. "We're looking for every and all opportunities to improve this organization."

Both players have long-term contracts. Johnson has a $4.36 million cap hit in the first year of a seven-year deal that expires at the end of 2018.

In 343 NHL games, Johnson has 30 goals, 94 assists and 256 penalty minutes.

Columbus has sought to remold its team after a disappointing season. The Blue Jackets (18-35-7) are last in the NHL, by far, in wins and points.

"We were patient and wanted to see what was out there," Howson said, without mentioning Nash by name. "I'm really excited about where we're going."
