O.J. Simpson wins small victory in bid for freedom

CARSON CITY, Nev. (AP) ? O.J. Simpson won a small victory Wednesday in his bid for freedom as Nevada granted him parole on some of his 2008 convictions for kidnapping and armed robbery involving the holdup of two sports memorabilia dealers at a Las Vegas hotel room.

But the decision doesn't mean the 66-year-old Simpson will be leaving prison anytime soon. The former NFL star was convicted on multiple charges and still faces at least four more years behind bars on sentences that were ordered to run consecutively.

The Nevada Board of Parole Commissioners released its decision in favor of Simpson's parole request. Commissioners noted Simpson's "positive institutional record" and his participation in programs addressing "behavior that led to incarceration."

The board noted Simpson had no previous criminal convictions and still has consecutive sentences to serve in the Las Vegas case.

In Los Angeles, Simpson was tried for murder and acquitted in the 1994 deaths of his ex-wife, Nicole Brown Simpson, and her friend Ronald Goldman.

In a statement Wednesday to The Associated Press, Goldman's father and sister, Fred and Kim Goldman, said they respect the legal process but now feel a "sense of vulnerability."

"This is not our personal case against Simpson but since he's been incarcerated there has been a reprieve and calm for us," they said. "It is unsettling for our family to know that the person we believe responsible for Ron and Nicole's murder could soon have his freedom."

Simpson and his legal team were pleased with the ruling.

"We expected it," Patricia Palm, one of Simpson's current lawyers, told the AP shortly after the order was issued. "There is no reason not to grant him parole. I'm glad they did what they should have done."

Palm said Simpson called from prison to let her know of the board's decision.

"He's very happy and grateful," she said.

The parole becomes effective Oct. 2. Then, Simpson will begin serving the minimum term on four concurrent sentences imposed for using a weapon during the 2007 robbery. He will have another parole hearing on those sentences in a year.

After that, he has two more consecutive terms for assault with a deadly weapon, said David Smith, spokesman for the board.

Simpson appeared before a two-member Nevada parole panel on July 25 to plead for leniency. He expressed regret for his actions and said he's tried to be a model inmate while behind bars.

Lovelock Correctional Center officials say he's had no disciplinary actions against him.

Simpson was convicted in December 2008 on charges including kidnapping, robbery, burglary and assault with a deadly weapon. He was sentenced to nine to 33 years for the 2007 stickup of two memorabilia dealers, Alfred Beardsley and Bruce Fromong.

During last week's parole hearing, a graying Simpson told Parole Commissioner Susan Jackson and hearing officer Robin Bates, a retired Nevada prison warden, that he was sorry for his actions.

"I just wish I never went to that room," Simpson said. He added that he has made amends with Beardsley and Fromong.

While in prison, Simpson has earned pennies an hour working in the prison gym, keeping equipment sanitized, and umpiring and coaching games in the prison yard.

He said he made a promise to the warden when he arrived at Lovelock, 90 miles east of Reno, that he would be the "best person" they ever had at the facility. He added, "I think for the most part I've kept my word on that."

Simpson also said he's acted as jailhouse counselor of sorts to other inmates, some of whom are serving time for similar crimes.

But he said his deed was different.

"They were trying to steal other people's property," Simpson said of other prisoners. "They were trying to steal other people's money. My crime was trying to retrieve for my family my own property."

Simpson's best chance at freedom lies with Clark County District Judge Linda Marie Bell, who is considering whether he deserves a new trial.

During a May hearing, Palm and Ozzie Fumo, Simpson's current lawyers, argued that his trial attorney, Yale Galanter, botched Simpson's defense and had a conflict of interest in the case.

Bell has yet to issue a decision. If she rules in Simpson's favor, prosecutors will have to decide wither to retry him, offer a plea deal, or set him free with credit for time served.

Support for the Google Catalogs mobile app for Android and iOS is to be withdrawn from Aug. 15, an in-app message is telling users.

Google Catalog, which launched with festive cheer around the 2011 holiday season, allowed users to browse through virtual catalogs from major brands. However 18 months later the app's installation count sits between the 50-100,000 install level, and it's this lack of user adoption that's likely behind Google's decision to mothball the app. The company has become more aggressive in pruning less-used services in recent months, after all.

Catalogs will continue to be available on the web at google.com/catalogs after the mid-August cut-off, Google says.

Cambodian opposition raises the stakes by claiming election win

PHNOM PENH (Reuters) - Cambodia's main opposition party said on Wednesday it had won the weekend's general election, stepping up its battle with the party of authoritarian Prime Minister Hun Sen that has also claimed victory and rejected allegations of electoral fraud.

Yim Sovann, a lawmaker and spokesman for the opposition Cambodia National Rescue Party (CNRP), said the CNRP had won 63 seats in the 123-member parliament, with Hun Sen's Cambodian People's Party (CPP) getting 60.

The claim was based on its own data.

"This is according to figures of votes we collected from various provinces and this needs to be investigated," Yim Sovann told Reuters.

The government announced on Sunday that the CPP had won 68 seats, a sharp fall from its previous tally of 90 but beating the CNRP's 55.

The election campaign and voting on Sunday were largely peaceful but Phnom Penh remains tense because of the political stand-off. Police and the military are maintaining a presence on the streets, although business is mostly back to normal.

Hun Sen, 60, has been prime minister for 28 years and has crushed dissent in the past while building a network of government and military allies. He has kept out of sight since Sunday and made no comment on the election.

The CNRP was formed last year from the merger of two opposition parties. Long-time opposition leader Sam Rainsy returned from exile on July 19 to galvanize its campaign after a royal pardon that removed the threat of jail for what he called trumped-up charges relating to criticism of a new border the government agreed with Vietnam.

That pardon was recommended by Hun Sen, apparently under pressure from aid donors demanding a free and fair election, analysts said.

Sam Rainsy has demanded an inquiry into the election with United Nations involvement, alleging in particular that up to 1.3 million names were missing from the electoral rolls. The government has rejected that idea.

The United States and European Union have expressed concern about irregularities. Both have said an investigation should be conducted by Cambodia's National Election Committee.

U.S.-based Human Rights Watch called on Wednesday for an independent investigation, saying senior CPP officials appeared to have issued fake voting documents to supporters and had allowed some people to vote in more than one place.

"The multiple voting scheme suggests the possibility of systematic election fraud by the CPP and raises serious questions about the credibility of the election," Brad Adams, its director for Asia, said in a statement.

"Since the National Election Committee and local election commissions are under the ruling party's control, influential governments and donors should demand independent investigations into these and other credible allegations of election-related irregularities," he said.

Even by the government's own figures, Sunday's vote was Hun Sen's worst election result since Cambodia returned to full democracy in 1998 after decades of war and turmoil that included the 1975-79 "Killing Fields" rule of the Khmer Rouge.

Prolonged wrangling over the result and a weakened Hun Sen could raise uncertainty over policy in the small but fast-growing Southeast Asian country that has built up a thriving garment sector and forged economic ties with China and Vietnam.

She was killed at the age of 13 and placed in a mountaintop shrine in the Argentine high Andes?a sacrifice to the gods. There she lay for some 500 years until 1999, when archaeologists recovered her frozen body along with those of two other separately entombed children, a boy and a girl both between four and five years old. Researchers have long recognized that the three youngsters?the so-called Llullaillaco Maiden, Llullaillaco Boy and Lightning Girl?were victims of the Inca ritual of child sacrifice, or capacocha. A new study of their naturally mummified remains further illuminates the events leading up to their interment.

Chemical analyses of the hair of the children show that all three received coca leaves (from which cocaine is derived) and alcohol before they died. Twelve months before the 13-year-old maiden was killed, her consumption of coca surged. Meanwhile, her intake of alcohol?probably in the form of chicha, which is typically made from maize?peaked in her last weeks. And computed tomographic (CT) scanning revealed a large wad of coca leaves in her mouth that she had been chewing in her final moments. Andrew S. Wilson of the University of Bradford in the U.K. and his colleagues describe the findings in a report to be published online this week in the Proceedings of the National Academy of Sciences USA.

The exact nature of the event or events that led to the sacrifice of these children is unknown. It could have been an annual Incan occasion, or it might have been an unscheduled incident, such as the death of a ruler or a natural disaster. Whatever the case, the maiden received significantly more of these substances than the younger children did, possibly suggesting ?a greater need to sedate her,? the researchers report. They observe that the posture of the girl?s body and the undisturbed arrangement of her garments and surrounding ceremonial artifacts indicate that ?she was heavily sedated or dead when she was placed in the shrine.

?Coca and alcohol were substances that induced altered states interpreted as sacred, and which could suggest to victims and those associated with them the proximity of the divine beings whose continued benevolence was underwritten by these rites,? Wilson and his co-authors write. ?From a cross-cultural perspective, the psychologically deadening, disorienting, and mood-modifying effects of these psychoactive compounds on young victims, for whom any kind of informed consent to their own deaths cannot be unproblematically presumed, should not be downplayed.?

As for the parents compelled to sacrifice their children, they would have done so with a smile if they knew what was good for them. The authors note that according to the 1653 writings of Spanish Jesuit missionary Bernab? Cobo, ??it was a major offense to show any sadness,? and that ?they were obliged to do it with gestures of happiness and satisfaction, as if they were taking their children to bestow upon them a very important reward.??

Actress Jurnee Smollett-Bell will be joining the cast of the NBC drama ?Parenthood? for the show?s fifth season, according to TVLine.

Smollett-Bell is currently appearing on ?True Blood? as Nicole Wright, a member of a group that wants to protect vampires and other supernatural beings like shapeshifters and werewolves from those who believe them dangerous. Nicole has also become a love interest for bartender Sam Merlotte (Sam Trammell).

The actress guest-starred on the recent TV series ?The Mob Doctor? and starred on the NBC drama ?Friday Night Lights? near the end of the show?s run. She has also guest-starred on shows such as ?The Defenders,? ?Grey?s Anatomy,? and ?House.?

?Parenthood,? which is based on the 1989 film starring Steve Martin, has aired on NBC since 2010 and revolves around an extended family, the Bravermans. It stars ?Coach? actor Craig T. Nelson, ?Six Feet Under? actor Peter Krause, ?Hit and Run? star Dax Shepard, and ?Gilmore Girls? star Lauren Graham.

The show has been well-received by critics and was nominated once for an Emmy award, for actor Jason Ritter?s guest turn on the show. It has often placed on reviewers? list of the best shows of the year since it began airing.

As noted by TVLine, many other former ?Friday Night Lights? actors have guest-starred on ?Parenthood,? including Minka Kelly, Derek Phillips, and Michael B. Jordan. ?Friday Night Lights? head writer and executive producer Jason Katims is the head writer for and developed ?Parenthood.?

Audit: USDA has paid millions to dead farmers

WASHINGTON?? The U.S. Agriculture Department paid out $32 million in soil conservation payments and crop insurance aid to dead farmers from 2008 to 2012, congressional auditors said on Monday, calling for stricter rules to prevent improper payments.

In a report, the Government Accountability Office (GAO) said two USDA agencies did not routinely check master lists compiled by the government to assure payments go only to living recipients. Contracts with USDA often are voided by death, but payments can flow to heirs for work already performed.

USDA said the problem was not as broad-scale as auditors suggested in citing potentially improper payments to 4,537 recipients. Some payments were made properly, but errors in recordkeeping misidentified recipients, it said.

However, the Risk Management Agency (RMA), overseer of the taxpayer-subsidized crop insurance system, said it began in May to match payment record with the Social Security Administration's list of decedents, as suggested by GAO.

The Environmental Working Group, which favors more funding for soil and water programs, juxtaposed the potential crop insurance mispayments, "this irresponsible use of scarce taxpayer dollars," with proposals in Congress to slash funding of food stamps for the poor.

Improper payments to deceased farmers and landowners are a recurring issue for USDA, although the payments are a small part of agricultural spending of around $20 billion a year on farm subsidies, soil conservation and crop insurance.

Earlier this year, the USDA inspector general said agencies in charge of farm subsidies could be vulnerable to improper payments. A 2007 GAO report listed $1.1 billion in farm payments over six years to deceased persons.

GAO said the Natural Resources Conservation Service, in charge of soil and water conservation programs, and the RMA needed "a systematic process" to check for deaths, such as the Social Security Administration list, rather than rely on finding them as part of routine operations.

USDA objected to GAO's description that the agencies had no procedures to identify deceased subsidy recipients.

Western Union (WU) jumped nearly 10% after its better-than-expected second-quarter earnings report.

The money-transfer firm said that it earned $198.6 million, or 36 cents a share, down 44 cents a share a year earlier.

Revenue dropped 2.8% to $1.39 billion.

Analysts were expecting earnings of 34 cents per share on revenue of $1.37 billion.

Operating margin fell to 20% from 24.3%.

However, investors seemed to be mollified that the company is taking steps to regain market share amid an environment of increasing competition as well as investing in the expansion of digital and mobile applications.

The company?s largest consumer-to-consumer business saw transactions rise 3%, despite a 4% fall in revenue as he company has cut prices to win back customers from rivals and boost volumes.

Consumer-to-business sales increased 2%, and business-solutions revenue rose 6%.

Western Union is still in the red for the past year, down about 2%. However, it?s gained 29% since the start of 2013 and the stock edging toward its September 2012 52-week high of $19.14.

Rival MoneyGram (MGI) has been on a tear recently as it has put itself up for sale.

Apple reportedly second biggest smartphone shipper in the world

Market share remains the most popular metric to calculate among metric calculators, and last quarter their measures claim Apple shipped the second largest amount of smartphones in the world at 31.2 million, representing a 13.1% slice of the customer pie. IDC reports:

Apple posted its second-lowest year-over-year iPhone growth rate in almost four years as some buyers presumably held off on iPhone purchases in advance of an expected next-generation device launch this fall. Nonetheless, the 31.2 million iPhones Apple shipped last quarter was impressive as its flagship iPhone 5 model, which has been in the market for three quarters, was faced with additional global competition in the form of Samsung's Galaxy S4 and HTC's critically-acclaimed One models. Apple's growth is likely to accelerate globally assuming it launches a lower-cost iPhone and continues to penetrate prepaid markets in the quarters to come.

Samsung took the top spot at 72.4 million units shipped, for a 30.4% share, and LG rounded out the top three with 12.1 million and 5.1%. When it comes to all phones, not just the smart ones, Samsung jumps to a whopping 114.4 million units but only a 26.2% share, because Nokia remains on that particular chart with 61.1 million units for 14.1%.

So, while Apple moved more units than this time last year, Samsung moved way more units, and that brought Apple's overall moved-units number down. (Nokia moved way less units than they did this time last year, but not way-enough-er to fall below Apple yet when you count dumb-phones, which Apple doesn't make.)

What does this tell us? Once again as much or as little as we want to read into it. In terms of gross trends Samsung is shipping a ton more, smartphone and dumbphone both. Nokia is shipping a ton less, but their dumbphone share is still significant. And Apple is still growing, though not as fast as Samsung. Smartphones are also still growing, and we're increasingly approaching the time when almost all phones are smart.

Once again, this are estimated units shipped only, not necessarily units sold (because most manufacturers not named Apple don't report actual sold-to-customer numbers). It doesn't cover profit share, usage share, customer satisfaction (customer sat!) or anything else.

Apple entered the market with Nokia (Symbian) and BlackBerry at the top of the charts, and they're still in the game now that Samsung fills the shelves.

The assumption about the less expensive iPhone is interesting, however. Apple hasn't announced such a product, though it's been rumored for several years. Recently sales of the 2011 iPhone 4 have grown, due to its relatively low cost. That's pushed down Apple's average selling price, costing them margin and ultimately profit.

That's the thing about the market share game. You can't just play it, you have to play it well. So far, historically, Apple's done that best on profit, Samsung increasingly on volume. Now maybe we'll start to see each broaden their plays. Interesting times.

RHex robot now has 'Parkour' talents to go along with leaping ability video

It's easy for a robot to perform in a sterile lab environment, but only a select few devices -- like Boston Dynamics notorious AlphaDog -- have proven themselves in the wild. However, the University of Pennsylvania's X-RHex Lite has also made that leap, as it were, and a new video shows just how talented it's become. In it, the droid puts all of its running, jumping and grabbing talents together to perform flips, chin-ups and even Parkour-like moves over campus obstacles. The researchers hope it'll perform rescue missions or research in tough environments one day, but until then, gaze in awe at the video after the break.

Coogan and director Michael Winterbottom, who traveled a similar biographical road with "24 Hour Party People," capture Raymond?s career from the prim ?50s through the explosive ?60s and cocaine-fueled ?70s and ?80s.

But there?s a dreary repetition about Raymond?s story as he pursues success and random sex through two marriages (played by Anna Friel and Tamsin Egerton) and a tumultuous relationship with his daughter Debbie (Imogen Poots). Coogan is adept at playing the cad, but Winterbottom gives him little else to do.

Dartmouth College investigated by education department

HANOVER, N.H. -

The U.S. Department of Education is investigating possible violations at Dartmouth College.

The Office of Civil Rights initiated the review of sexual harrassment grievences and possible Title?IX violations.

The Department says similar reviews are going on at other schools across the country.

Dartmouth officials say the school is fully cooperating with the investigation and continuing its focus on prevention and education.

Korean War veteran experienced culture shock in Japan

Harold Griffith, 82, of Yuba City was drafted to the Korean War shortly after his 21st birthday in 1951.

He completed his basic training in quartermaster school at Fort Lee, Va. The quartermaster unit issues supplies in the military.

During his service, Griffith was stationed in Japan about 14 miles from Tokoyo. He served about 14 months.

"I was not in the battle zone," he said. "I was one of the fortunate ones that didn't have to go get shot at."

He made the journey to Japan on a general class ship with more than 4,000 men on board. The trip lasted a week, and there were constant storms.

"Nobody was used to it. The whole ship was mess," Griffith said. "Guys were upchucking everywhere."

As part of the quartermaster unit, he handed supplies to the troops when they first arrived.

"They came and got their issue for their clothing and their weapons to be shipped over to Korea into battle," he said. "We'd run as many as 4,000 troops through the line before stopping."

He said when he first arrived, he experienced culture shock.

"You're a 21-year-old person who hasn't been particularly anywhere," he said. "It's a little disconcerting."

Griffith became friends with a young Japanese man who worked at the base camp.

"He taught me Japanese, and I taught him English," he said.

His friend's father was a judo instructor, so he learned the sport and competed in tournaments in his time off.

"I was just the big American, and I was only 5 foot 8," Griffith said.

He said the quartermaster unit worked hard to take care of the soliders.

"You've got 4,000 troops walking through a line and turning loose of all of their stateside clothing and giving them everything they're going to need when they get into Korea, including their socks, their underwear, from skin up, everything," he said.

He flew home on a military plane and eventually landed on the Elmendorf base in Alaska, where there had been a volcano eruption.

"There was volcanic ash all over everything, in your food and every place," he said. "I got on a plane in Alaska, and I said, 'I'm not going to Camp Stoneman (to get discharged), I'm going home. There's an airport in Yuba City, and I'm going to land there.'"

He did just that and hitchhiked to his house from the airport in Marysville.

After he came home from the war, Griffith met his wife, Joan. She was bringing out trays to cars at Andy's Drive-In, which used to stand at Colusa Highway and Plumas Street. He married Joan in 1954. They had four kids together. Joan died in 2009.

Griffith is trying to get a settlement from Veterans Affairs. He has lymphedema in his legs, which causes them to swell up. He said the condition is caused by insecticides and pesticides that were on the clothing the troops were issued. His first experienced bouts of swelling while serving in Japan.

"Sometimes it would get so busy, we wouldn't change shifts and kept working around the clock," he said. "There would be used clothes from troops who had left the battefield, and we would sleep on those."

Griffith contacted Congressman John Garamendi, D-Walnut Grove, and is working with Garamendi's office manager to get a settlement from the VA. He has had difficulty because his military records burned up in a fire in 1972.

He said he is disappointed with how the VA operates, but he won't stop trying.

"I won't give up," he said. "I'm almost 83 years old; I don't have too much longer, but I'm not going to quit. After helping when they wanted me, I want them to help me, and they don't do it."
