Japan and North Korea aim to hold more talks

Japan believes North Korea's abductions of Japanese citizens will be addressed in the next, more senior round of talks between the two sides as the countries wrap up their first government-to-government discussions in four years.

The talks in Beijing this week were initially planned for two days, but were extended to a third day and wrapped up on Friday.

The two sides, which don't have diplomatic relations, agreed to coordinate so that "issues of interest" to both could be addressed at future talks in Beijing, Japanese Foreign Ministry spokesman Masaru Sato said.

Japanese officials made it clear to North Korean counterparts this week that the abductions are a main concern, so Tokyo believes it will be discussed at the next meeting, he said.

"Naturally, the abductions problem is an issue of great interest to Japan," Chief Cabinet Secretary Osamu Fujimura told reporters at his regular briefing.

North Korea has admitted abducting 13 Japanese nationals in the 1970s and 1980s, and using them to train spies. It pledged in the 2008 talks to reinvestigate the abductions, but has not done so.

The issue remains a major obstacle to normalizing diplomatic relations between the two sides.

Discussions between Tokyo and Pyongyang have been frozen since August 2008 because of animosity over past frictions, the kidnappings and disputes over the North's nuclear program.

South Korean analysts have said North Korea is using the talks to improve ties with Japan because it urgently needs economic help, and probably wants both investments and compensation for Tokyo's colonial rule of the Korean Peninsula in 1910-1945.

The meetings were "frank" and "sincere," Sato said.

Police: 100-year-old driver hits 11 near LA school

LOS ANGELES (AP) ? A 100-year-old man backed his car on to a sidewalk and hit 11 people, including nine children, across from an elementary school in South Los Angeles just after classes had ended Wednesday, authorities said.

Four of the children were in critical condition when firefighters arrived but they were stabilized and were in serious condition at a hospital, city fire Capt. Jaime Moore said. Everyone was expected to survive, he said.

The powder blue Cadillac backed slowly into the group of parents and children buying snacks from a sidewalk vendor, and the crowd banged on his windows and screamed for him to stop, but not before some of the children were trapped under the car, witnesses said.

Children's backpacks, shoes, candy and loose change were strewn about the scene behind a discount grocery store across from Main Street Elementary.

Police identified the driver as Preston Carter and said he was being very cooperative.

Carter talked to television reporters after the crash some five miles southwest of downtown Los Angeles. He said he has a driver's license and will be 101 years old Sept. 5.

"My brakes failed. It was out of control," Carter told KCAL-TV.

Asked about hitting the children, Preston said: "You know I'm sorry about that. I wouldn't do that for nothing on earth. My sympathies for them."

Carter was pulling out of the grocery store parking lot, but instead of backing into the street, he backed onto the sidewalk, police Capt. George Rodriguez said.

"I think it was a miscalculation on his part. The gentleman is elderly," Rodriguez said. "Obviously he is going to have some impairment on his decision making."

Older drivers have been involved in other tragedies. In 2003, an 86-year-old man mistakenly stepped on the gas pedal of his car instead of the brake and then panicked, plowing into an open-air market in Santa Monica. Ten people were killed and 63 injured.

According to California's Department of Motor Vehicles, people over age 70 must renew their driver's license in person, rather than via the Internet or by mail. Older drivers can also be required to take a supplemental driving test if they fail a vision exam, or if a police officer, a physician, or a family member raises questions about their ability to drive.

Rodriguez said the collision was being investigated as an accident, and Carter was not under arrest. He has a valid driver's license, Rodriguez said.

??Where do these people come in and tell mohalim what to do? They don?t have any understanding of this field. I spoke to Dr. Tom Frieden, the director of the US Centers for Disease Control and Prevention, and went through the statistics. The statistics don?t show that there is any problem. But he doesn?t understand this.

?I asked Frieden if it?s true that 80 percent of mohalim have antibodies for herpes and 80 percent of them do metzitzah b?peh. He said yes. I said, ?According to your statistics, there should be at least 500 cases of herpes. How come there isn?t even one [aside from a previously documented case]? It shows that your statistics are flawed!? The theories are not developed. They don?t prove anything. So Frieden changed the topic and started talking about something else. He had no response.?

Smarttype puts screen in your keyboard so you can see and type while you type and see

Marrying a keyboard and an LCD is not exactly revolutionary any more. Art Lebedev has been doing it since at least 2008. But those devices have always been aimed at power users and gamers, not your average Joe. Smarttype, from KeyView, doesn't display custom buttons for World of Warcraft of alter the fonts you see for languages that don't use the Latin alphabet. Instead, its primary purpose is to display exactly what you're typing. The screen along the top of the tiny deck allows users that aren't proficient touch typers to see what they're pecking out, without looking back and forth between the keyboard and their monitor. There are also a handful of apps that pop up notifications for email or display the current weather. The goal is to bring the interactive app revolution that has made our phones "smart" to the rather staid world of the keyboard. For now the Smarttype is only available in Israel, but the company is working on international availability. For more, check out the video after the break.

Can blue tits can save our conker trees?

ScienceDaily (Aug. 28, 2012) ? Blue tits, a familiar garden bird, could be the salvation of our imperiled conker trees (horse-chestnut trees), which are under severe attack by a tiny non-native moth that has spread from continental Europe.

Conker fans from across the country are being called upon to discover how many of the moth's caterpillars, hidden inside the leaves, are being discovered and preyed upon by birds.

The leaf-mining moth arrived in London just ten years ago, and has since spread across most of England and Wales. The moth caterpillars eat the leaves while hiding inside them, so damaging the leaves and causing them to turn brown and making the tree appear as if autumn has come early.

Experts at the NERC Centre for Ecology & Hydrology and the University of Hull are asking for the public's help to find out how many moth caterpillars are eaten by birds, such as blue tits. They are asking volunteers to check leaves from a horse chestnut tree for the distinctive damage caused by the birds to the leaf mines and report it through the Conker Tree Science website.

Dr Michael Pocock, from the NERC Centre for Ecology & Hydrology, said, "It's a big mission and we're reliant on people's help to discover how much birds are feeding on the alien moths."

"Excitingly, this mission was inspired by comments from some of the 8000 people who have taken part in previous Conker Tree Science missions. It's a great example of professional scientists and members of the public working together."

Dr Darren Evans from the University of Hull added, "The traditional game of conkers may be under threat, because trees infected with the alien moth produce smaller conkers. In discovering whether garden birds, like blue tits, can help to protect conker trees, we will also be learning more about the behaviour of the birds themselves."

The alien moth, which was discovered in the 1980s, has caterpillars that live inside the leaves, forming distinctive patches of damage called 'leaf mines'. Up to 700 leaf mines have been recorded on a single leaf and the damage caused by large numbers of larvae can be striking. A previous Conker Tree Science mission discovered that predatory wasps were not effectively controlling the alien moths, possibly explaining their rapid spread.

This project, where anyone can get involved with genuine scientific research, is one of the largest of its kind in the UK and is funded by the Natural Environment Research Council (NERC).

No. 5 seed Tsonga upset in US Open 2nd round

NEW YORK (AP) ? This U.S. Open finally got its first shocker.

After three days of the top players not only winning but winning decisively, fifth-seeded Jo-Wilfried Tsonga was upset by Martin Klizan of Slovakia in the second round. The 52nd-ranked Klizan won 6-4, 1-6, 6-1, 6-3 on Thursday.

Before Tsonga's loss, top-five seeds on the men's and women's sides had played 14 matches at this year's tournament ? and won all 14 in straight sets.

Tsonga was the runner-up at the 2008 Australian Open and a semifinalist at Wimbledon this year. He had reached at least the third round in 18 straight Grand Slam trips.

The 23-year-old Klizan, meanwhile, had failed to make it past the second round in three previous Grand Slam appearances. He had never defeated an opponent ranked better than No. 49.

Earlier Thursday, two players who have struggled to live up to high rankings in the past easily won their matches.

A week before the start of the Open, Ana Ivanovic couldn't walk without pain in her right foot.

"That's when I started to panic a little bit," she said.

Two matches into the tournament, the 2008 French Open champion is feeling healthy ? and relaxed. The 12th-seeded Ivanovic and another Serbian former top-ranked player, Jelena Jankovic, have quietly reached the third round at Flushing Meadows. Each has dropped just nine games through a pair straight-set wins.

Ivanovic beat 51st-ranked Sofia Arvidsson of Sweden 6-2, 6-2 on Thursday.

Asked if the torn tendon is fully healed, Ivanovic laughed and said, "I still have a handful of pills every morning."

But the foot hasn't been hurting since the tournament started, and Ivanovic's draw is looking fairly painless with Caroline Wozniacki and Francesca Schiavone eliminated in her quarter.

But Ivanovic knows that being the favorite guarantees nothing. In 2008, coming off that title at Roland Garros and at No. 1 in the world, she was stunned by 188th-ranked Julie Coin in the second round here, bothered by a thumb injury. The top-seeded woman had never lost that early in the tournament since the Open era began in 1968.

Ivanovic has been trying to regain her health and her confidence ever since. She has yet to make it back to even a quarterfinal of a Grand Slam event.

"I'm really motivated. I want to get back to the top and back in contention to win Grand Slams again," Ivanovic said. "It's been a long process of getting my mind there and my body and game and everything together. Still, it's going to be a lot of hard work and long process, but I'm starting to enjoy it as well.

"I know if it doesn't happen this week, it's coming."

It's a similar story for Jankovic, who defeated 115th-ranked Lara Arruabarrena-Vecino of Spain 6-4, 6-2 on Thursday. Both women reached No. 1 in the world in 2008, a breakthrough year for Serbian tennis when Ivanovic won the French, countryman Novak Djokovic took the Australian Open, and Jankovic reached the final at Flushing Meadows.

While Djokovic has since won four more Grand Slam titles, Jankovic lost in the first round at Wimbledon this year.

She's seeded 30th this week ? though, as she noted with a laugh, her ranking is now up to No. 27.

Jankovic could face second-seeded Agnieszka Radwanska, one of the top players on the court later Thursday. No. 1 Roger Federer opens the night session at Arthur Ashe Stadium against 83rd-ranked Bjorn Phau. Then sixth-seeded Angelique Kerber takes on seven-time Grand Slam champion Venus Williams, the juicy second-round match made possible because the American is unseeded after missing time because of illness.

In other women's second-round action Thursday, 13th-seeded Dominika Cibulkova and No. 14 Maria Kirilenko advanced in straight sets.

Kei Nishikori, seeded 17th on the men's side, eliminated American Tim Smyczek. No. 11-seeded Nicolas Almagro needed five sets and 3 hours, 19 minutes to defeat Philipp Petzschner.

Heating by black carbon aerosol: Soot particles absorb significantly less sunlight than predicted by models

ScienceDaily (Aug. 30, 2012) ? Viewed as a potential target in the global effort to reduce climate change, atmospheric black carbon particles absorb significantly less sunlight than scientists predicted, raising new questions about the impact of black carbon on atmospheric warming, an international team of researchers, including climate chemists from Boston College, report August 30 in the latest edition of the journal Science.

Mathematical models and laboratory experiments used to study airborne soot particles led to projections that the absorption-boosting chemicals that coat black carbon could yield an increase in absorption by as much as a factor of two. But field studies in smoggy California cities found black carbon absorption enhancements of just 6 percent, suggesting that climate models may be overestimating warming by black carbon, the researchers report.

The surprising results highlight the early challenges in a nascent sector of climate science and could have implications for regulatory efforts to reduce the production of black carbon, or soot, by curbing the burning of fossil fuels. Still, scientists agree that black carbon in the atmosphere has a significant effect on global and regional climate, with earlier studies ranking the warming effects of black carbon particles second only to carbon dioxide gas.

"The team's field measurements in California showed the enhancement of absorption was very small -- approximately six percent instead of by a factor of two," said Boston College Professor of Chemistry Paul Davidovits, an authority on airborne particles, known as aerosols. "In one respect, it shows that nature is much more complicated than our initial laboratory experiments and modeling indicated. Now we will try to unravel and understand that complexity."

The historic role of black carbon soot in climate change has been well documented by scientists, most notably in the study of ice samples taken from deep within glaciers. For the past several years, Davidovits has collaborated with Aerodyne Research Inc., and colleagues from universities and government labs in the U.S., Canada and Finland. Their research has focused on the chemical and optical properties of sub-micron airborne particles of black carbon produced by commercial and industrial activity.

Unlike carbon dioxide and other greenhouse gasses, which can survive in the atmosphere for decades and centuries, black carbon has a relatively short life span of approximately one to two weeks. Black carbon is part of a group of pollution sources known as Short-Lived Climate Forcers (SLCFs), including methane gas and ozone, which are produced on earth.

During their lifetime, black carbon particles are coated with airborne chemicals, which sophisticated laboratory tests have shown can act like lenses capable of increasing the ability of the particles to absorb sunlight and heat the atmosphere. That has raised a critical question as to whether targeting black carbon emissions in an effort to reduce climate change could yield relatively quick results on a regional or global level.

Led by principal investigators Christopher D. Cappa, a professor of engineering at the University of California, Davis, and Timothy B. Onasch, principal scientist at Aerodyne and an associate research professor of chemistry at Boston College, the team analyzed air samples near the California cities of Los Angeles, San Francisco and Sacramento.

Researchers tested air samples using a combination of real-time techniques, including aerosol mass spectrometry and photoacoustic spectroscopy. These techniques are capable of making measurements to determine the chemical, physical and optical properties of the black carbon particles, said Onasch, whose Billerica, MA-based company has developed the aerosol mass spectrometer instruments.

Onasch said the recent findings set the stage for further studies around the world under different atmospheric conditions in order to better understand how chemical coatings from a range of emission sources affect the absorptive properties of black carbon.

"When you put a soot particle into the atmosphere, we known it contains an elemental carbon component and we know what it's absorption will be based on mass and size," said Onasch. "But black carbon particles in the air are constantly changing. They collect inorganic and organic materials, they grow, change shapes, and change composition. These changes affect the absorption or warming capability of the black carbon. So the question remains: to what extent exactly?"

The recent findings only add to the challenge of understanding complex chemical activity in the atmosphere, said Davidovits, whose research is supported by the National Science Foundation's Atmospheric Chemistry division and the U.S. Department of Energy's Atmospheric System Research program.

"These findings do require us to reduce our projections about the amount of heating soot produces, at least under some experimental conditions. But the findings don't point to soot as being a harmless climate forcer," said Davidovits. "Soot remains an important climate heating agent, as well as a health problem that has been well documented."

A good CMS can also range from ?free? to the ?very expensive?. However, opting for the lowest-priced option is often not the best choice. Spending a little more time in research can point you in the right direction, and prevent problems and potential costs later on. Everyone is cost-conscious these days, and permits do have a cost. But before making the decision to skip that step, read on to see what things happen in the field, catching sellers off-guard.? Sometimes these short-term savings have a much higher cost in the long run.

Do-it yourselfers assume that they are saving money by skipping the permits for room additions or modifications.? Another motivation is the assumption that improvements will trigger a tax increase.

What many people find out the hard way is this:

  • Unpermitted rooms may have no value from an appraiser?s point of view. While you may have saved from paying taxes on that improvement, your property may not appraise when the appraisal doesn?t count that additional square footage. And if the appraiser won?t give it credit, the buyer is less likely to want to pay you for it.
  • A buyer may be spooked by the lack of permits, even if the quality of improvements were done in a workman like manner
  • Inspections may cast light on the fact that the property was not done up to code and cause a buyer to pull out of contract
  • A buyer may decide to proceed, providing the seller makes the appropriate corrections to defects in workmanship or code, ALONG WITH proper permits. These after-the-fact corrections may be much more costly and wipe out any perceived savings.

Even worse, when a property falls out of contract, the seller may need to make those needed repairs anyway OR disclose those material facts to the next buyer.? That costs time on market, often leading to a reduction in price, or a stigma that there is something wrong with the property.

The fact of the matter is simple ? it is what it is. If you don?t have a permit and you plan on selling your house, do some investigative work.? Prior to selling you could:

  • Get a home inspection and find out if there are any defects or code violations. Then fix them.
  • Get an appraisal and see what you?re actually dealing with
  • Consider obtaining a permit after the fact and making any necessary corrections .
  • Was the workmanship of subpar quality where this ?added space? is actually a deterrent to the sale? It?s possible a tear down might be less objectionable. If an appraiser can?t give value to unpermitted square footage, how will it help you sell your house?

Often times I see sellers turn a blind eye and hope that the problem will just go away. Well, that?s rarely the case.? Talk to the City, find out what is permitted and what is not, and take measures to rectify the issue, or at the very least, disclose it to the buyer upfront. Then when a buyer makes an offer on your property, you?ll know it is with a full understanding of what is permitted and what is not.

Biologists create first predictive computational model of gene networks that control development of sea-urchin embryos

ScienceDaily (Aug. 29, 2012) ? As an animal develops from an embryo, its cells take diverse paths, eventually forming different body parts -- muscles, bones, heart. In order for each cell to know what to do during development, it follows a genetic blueprint, which consists of complex webs of interacting genes called gene regulatory networks.

Biologists at the California Institute of Technology (Caltech) have spent the last decade or so detailing how these gene networks control development in sea-urchin embryos. Now, for the first time, they have built a computational model of one of these networks.

This model, the scientists say, does a remarkably good job of calculating what these networks do to control the fates of different cells in the early stages of sea-urchin development -- confirming that the interactions among a few dozen genes suffice to tell an embryo how to start the development of different body parts in their respective spatial locations. The model is also a powerful tool for understanding gene regulatory networks in a way not previously possible, allowing scientists to better study the genetic bases of both development and evolution.

"We have never had the opportunity to explore the significance of these networks before," says Eric Davidson, the Norman Chandler Professor of Cell Biology at Caltech. "The results are amazing to us."

The researchers described their computer model in a paper in the Proceedings of the National Academy of Sciences that appeared as an advance online publication on August 27.

The model encompasses the gene regulatory network that controls the first 30 hours of the development of endomesoderm cells, which eventually form the embryo's gut, skeleton, muscles, and immune system. This network -- so far the most extensively analyzed developmental gene regulatory network of any animal organism -- consists of about 50 regulatory genes that turn one another on and off.

To create the model, the researchers distilled everything they knew about the network into a series of logical statements that a computer could understand. "We translated all of our biological knowledge into very simple Boolean statements," explains Isabelle Peter, a senior research fellow and the first author of the paper. In other words, the researchers represented the network as a series of if-then statements that determine whether certain genes in different cells are on or off (i.e., if gene A is on, then genes B and C will turn off).

By computing the results of each sequence hour by hour, the model determines when and where in the embryo each gene is on and off. Comparing the computed results with experiments, the researchers found that the model reproduced the data almost exactly. "It works surprisingly well," Peter says.

Some details about the network may still be uncovered, the researchers say, but the fact that the model mirrors a real embryo so well shows that biologists have indeed identified almost all of the genes that are necessary to control these particular developmental processes. The model is accurate enough that the researchers can tweak specific parts -- for example, suppress a particular gene -- and get computed results that match those of previous experiments.

Allowing biologists to do these kinds of virtual experiments is precisely how computer models can be powerful tools, Peter says. Gene regulatory networks are so complex that it is almost impossible for a person to fully understand the role of each gene without the help of a computational model, which can reveal how the networks function in unprecedented detail.

Studying gene regulatory networks with models may also offer new insights into the evolutionary origins of species. By comparing the gene regulatory networks of different species, biologists can probe how they branched off from common ancestors at the genetic level.

So far, the researchers have only modeled one gene regulatory network, but their goal is to model the networks responsible for every part of a sea-urchin embryo, to build a model that covers not just the first 30 hours of a sea urchin's life but its entire embryonic development. Now that this modeling approach has been proven effective, Davidson says, creating a complete model is just a matter of time, effort, and resources.

The title of the PNAS paper is "Predictive computation of genomic logic processing functions in embryonic development." In addition to Peter and Davidson, the other author on the PNAS paper is Emmanuel Faure, a former Caltech postdoctoral scholar who is now at the ?cole Polytechnique in France. This work was supported by the National Institute of Child Health and Human Development.

Manila, Philippines ? THE report that the United States has rejected an anti-outsourcing bill comes as a welcome development for the Philippine business process outsourcing (BPO) industry. It is a win-win proposition for both Philippine and American companies. Outsourcing business services to the Philippines helps make American companies more competitive and profitable, says the Business Process Association of the Philippines (BPAP), the umbrella association for the information technology (IT)-BPO, serving as one-stop information and advocacy gateway for the industry.

This year, the goal is to produce 126,000 new jobs and generate $2 billion in extra revenue.

The Philippines holds a major portion of global outsourcing market, due to the English proficiency of Filipinos. Call centers in the Philippines count among its clients several giant multinationals. Pharmaceutical firms outsource their medical transcriptions in the country. The government offers tax incentives to BPO firms, including value-added tax and income tax exemption.
