DNC attacks Mitt Romney as a flip-flopper in new ad (The Ticket)

Democrats accuse Mitt Romney of behaving as if he's two men "trapped" in the same body in a new television attack ad set to air this week in several cities across the country.

In an effort to build on their decision to label Romney a "flip-flopper" this election season, the Democratic National Committee uses the commercial to question the former Massachusetts governor' position on health care and abortion. (You can view the ad above.)

"From the creator of 'I'm running for office for Pete's sake,' comes the story of two men trapped in one body," the ad's narrator states, spoofing a film trailer. The commercial, paid for by the Democratic National Committee, will be aired in Albuquerque, N.M., Raleigh, N.C., Columbus, Ohio, Pittsburgh, Penn., Milwaukee, Wis. and Washington, D.C.? The ad points viewers to website mittvmitt.com where visitors as of Monday were able to view a four-minute video building on the same flip-flopper theme.

The strategy feeds into Romney's campaign argument that President Obama and his supporters view Romney as their biggest threat for 2012.

Romney spokeswoman Andrea Saul on Sunday turned the ad around on Democrats, arguing in a statement that Obama is the one who should be faulted for changing his positions:

President Obama will say and do anything to hold on to power. Despite what he said he would do for the middle class, President Obama has failed to create a single net new job and has wreaked more havoc on the middle class than any president in modern history. President Obama himself concedes he hasn't delivered on his campaign promises--however, he is still asking Americans to reward his failures with a second term. It is clear that this election is going to be about Candidate Obama running against President Obama.

WACO, Ga. (AP) -- A west Georgia business owner has been deluged with calls and emails after posting signs on his company's trucks that say he's not hiring anyone until President Barack Obama leaves office.

Waco-based U.S. Cranes LLC owner Bill Looman tells WXIA-TV that reaction has been so intense he's had to disconnect his phones and temporarily shut down the company's website.

He posted the signs on his company's trucks for other motorists to see on roads and interstates across the South. The signs proclaim "New Company Policy: We are not hiring until Obama is gone."

Looman says he's not refusing to hire employees to make a political point. He told WXIA he can't afford to hire anyone because of the economy, and he blames the people in power.

Congo: 2 killed in clashes days ahead of poll (AP)

KINSHASA, Congo ? Two people were killed in pre-vote clashes Saturday in Congo's capital and security officials fired into a crowd that included tens of thousands of opposition supporters, prompting officials to ban rallies before a critical poll that observers say could re-ignite violence in the vast central African nation.

Violence erupted Saturday among political supporters who had gathered to greet the top opposition presidential candidate, who had planned to come to the airport in a car convoy. Supporters of the president also gathered there to meet him, though he did not pass through the airport.

At the airport, security forces fired tear gas and live ammunition into the burgeoning crowd.

Scuffles erupted on the road to the airport. Two dead bodies were seen along that road. One of them, a young man, was badly bludgeoned and appeared to have been stoned to death. A second body, also a man, was seen being carried away by Red Cross medics on the same road. It was not immediately clear how he had been killed.

Police also fired tear gas to push the crowd away, but riot police manned the airport hours later to prevent opposition presidential candidate Etienne Tshisekedi and his entourage from leaving the scene.

It was not immediately possible to determine the total number of casualties from Saturday's clashes.

Saturday's violence prompted the governor to call off political rallies ahead of Monday's vote. Governor Andre Kimbuta made the announcement on state television Saturday.

"Because of the escalating violence seen in Kinshasa, all public demonstrations and other political meetings are canceled this Saturday," Kimbuta said. "This is for a better result of the electoral process. The urban authority calls on the population's patriotism."

Human rights groups had expressed fears about an atmosphere of spiraling violence and hate speech ahead of the vote in the large mineral-rich nation. The outcome of the vote is almost certain to keep President Joseph Kabila in power.

Earlier this month in Kinshasa, gunmen fired on Tshisekedi campaigners putting up posters, wounding two. In the southern mining city of Lubumbashi, another 16 were injured in violence pitting Tshisekedi's supporters against a rival opposition party. Young people in the eastern city of Goma took to the streets after popular folk musician Fabrice Mumpfiritsa was kidnapped after he refused to sing songs supporting Kabila. He was found three days later, legs and eyes bound and so badly beaten he had to be hospitalized.

"We all know that the country is not ready to hold this election," said Jacquemain Shabani, the secretary general of Tshisekedi's party, which was the first major opposition party to stand up to former dictator Mobutu Sese Seko in the 1980s. "It's inevitable that it will bring conflict if they go ahead with it."

How the elections unfold will be a likely indicator of whether Congo is consolidating its fledgling democracy or returning to a state of widespread instability after decades of dictatorship and civil war, according to the International Crisis Group.

The violence is just one of the numerous challenges that could derail Monday's vote and re-ignite conflict. Tension is running high, partly because many polling stations have not yet received the necessary voting materials.

On Friday, just days before the poll, at least 33 of the 80 planes carrying voting materials to the provinces were unable to take off because of bad weather.

Election experts say it is unlikely the ballots will be able to reach the remote interior in time in a country with so few paved roads, and where there are some 60,000 polling stations spread out over a territory the size of Western Europe.

"We have been trying to sound the alarm but to no avail," said Jerome Bonso, coordinator of the Coalition for Peaceful and Transparent Elections.

"The end result of a democratic election should be the resolution of conflict. Instead, we're heading into an election which is by its very nature bound to aggravate conflict ..." he said. "And the planes carrying the voting materials have not even taken off yet."

Voters will be choosing between 11 presidential candidates and more than 18,000 candidates for the 500-seat parliament.

In a nation where a third of adults cannot read, voters will be handed a ballot as thick as a book, due to the overwhelming number of parliamentary contenders. Politicians are using campaign rallies to explain to voters where to find their names on the ballot paper.

Jason Stearns, former coordinator of the United Nations Group of Experts on the Congo and the author of a book on the country's political history, said the number of candidates is bound to create confusion inside polling stations because the ballot is confusing even for those who know how to read. It will also create delays in an election that is supposed to take place in a single day, and may result in a large share of people not being able to cast their votes.

"There is an overwhelming number of candidates and voters will have a limited amount of time in voting stations," said Stearns, who pointed out that even the three best-known candidates, including Kabila, are informing voters at rallies of their place on the ballot paper.

"Even among the 11 presidential candidates, every one of their campaign advertisements stress their number on the ballot. Kabila is No. 33. Tshisekedi is No. 11," said Stearns.

It's the country's first election since the landmark 2006 vote which was considered the country's first democratic vote in 40 years, but was marred by weeks of street battles led by supporters of the losing candidate.

Congo's history of back-to-back wars also provides a backdrop. Kabila, a former rebel leader, first took control of the country a decade ago, after the 2001 assassination of his father, Laurent Kabila, who ruled Congo after overthrowing dictator Mobutu Sese Seko in 1997.

He was elected president in 2006, a vote which was overseen and organized by the U.N. The runner-up was former warlord Jean-Pierre Bemba, now on trial at the Hague. He refused to accept defeat, unleashing his private army on the capital, leading to weeks of street battles. There are no warlords in the race for president this time, and none of the candidates have personal militias at their disposal, Stearns said.

Germany: 20 police injured during nuke protest

German police say 20 policemen have been injured during clashes with protesters ahead of the arrival of a shipment of nuclear waste in northern Germany.

Police say some 300 protesters threw stones and fireworks at security officers near the town of Dannenberg Saturday.

It followed a clash on Friday night when police used water cannons and batons to keep some 200 protesters in check. The officers were injured during the clash.

The protests occurred near the railway tracks used by a train this weekend to transport the nuclear waste shipment reprocessed in France to a storage site near the town of Gorleben.

Some 20,000 officers are on hand in the region to secure the shipment.

Officials have yet to resolve where such waste should be stored permanently. Activists say Gorleben is unsafe.

BALTIMORE (AP) ? The Harbaugh brothers met in the middle of the field, hugged, expressed their love for each other and headed off in opposite directions.

After their much-anticipated, oft-analyzed and historic confrontation was over, John and Jim Harbaugh expressed gratitude over having the opportunity to face each other on Thanksgiving.

John was just little bit happier, of course, because his Baltimore Ravens beat Jim's San Francisco 49ers 16-6 Thursday night.

"I felt really humble, just thankful," John said. "Running across the field to my brother ? he's my best friend, along with Mom and Dad and my wife. You don't put yourself in many other coaches' shoes, but you can put yourself in your brother's shoes. I'm really proud of him."

Although the 49ers (9-2) had their eight-game winning streak end, Jim Harbaugh was thankful for the experience of coaching against John in the first NFL game with two brothers on opposite sidelines as head coaches.

"I was proud to be part of it, proud to be part of the family," Jim said. "I was thankful on Thanksgiving. It was a wonderful thing."

Asked what he said to John, he replied, "I congratulated him and told him I loved him."

John, 49, and Jim, 47, grew up dueling each other in all sorts of games. This, however, was the first time their sibling rivalry was displayed on a national stage.

During the final minute, John got a Gatorade bath from his players ? twice. After the game ended, the brothers hugged at midfield.

"There's a saying that says, 'As iron sharpens iron, so does one man sharpen another,'" Jim said. "And I have to say my brother John is the sharpest iron I've ever encountered in my life."

The Ravens (8-3) sacked 49ers quarterback Alex Smith nine times, tying a franchise record, despite playing without middle linebacker Ray Lewis, the team's leading tackler and spiritual leader. Lewis was inactive for a second straight game with a foot injury.

Smith completed 15 of 24 passes for 140 yards and an interception, and San Francisco was held without a touchdown for the first time this season. Smith never could get into a rhythm against an aggressive defense that rarely let him set up in the pocket.

"It's tough to get ready for a defense like that in a short week. They do so many things," he said. "They're a great front. At home with the crowd noise, they were teeing off."

Terrell Suggs had three sacks for first-place Baltimore, which moved a half-game ahead of the Pittsburgh Steelers in the AFC North.

"That's always the game plan, to get after the quarterback, but I think the No. 1 game plan was to win the Harbaugh Bowl," Suggs said. "Coach tried to downplay it ? act like it's not me against my brother, this is the Ravens vs. the 49ers and let's get win No. 8 and make sure our destiny is in our own hands ? but it was really important to him. We as a team went out there and really wanted to win for him."

Now that it's over, the Harbaughs can put their rivalry on hold and get back to winning football games for reasons that involve division crowns and home-field advantage.

"For those two guys, they're probably glad it's over," Ravens center Matt Birk said. "They can breathe a sigh of relief, and now we can move on. Tonight just solidified that they're two great coaches with two pretty good football teams."

Baltimore broke a 6-6 tie with a 76-yard, 16-play drive that lasted more than 7? minutes and ended with an 8-yard touchdown pass from Joe Flacco to tight end Dennis Pitta with 14:56 left. Flacco went 4 for 4 for 34 yards and a touchdown on third down during the drive.

"When you have that kind of game plan ? your line being so efficient on third downs ? you have to come through," Flacco said.

Billy Cundiff wrapped up the scoring with his third field goal, a 39-yarder with 4:16 remaining.

In a game dominated by both defenses, Flacco finished 15 for 23 for 161 yards and Ray Rice ran for 59 yards on 21 carries.

The 49ers began the third quarter with a 13-play drive that lasted 7? minutes and produced a 52-yard field goal by David Akers for a 6-6 tie. The key play was an 18-yard completion from Smith to Michael Crabtree on a third-and-17 from the San Francisco 26.

The Ravens responded with their lone touchdown drive of the game.

Baltimore sacked Smith four times in the first half and picked off a pass in taking a 6-3 lead.

NOTES: Baltimore has won all six home games and 15 of 16. ... Gore finished with 39 yards on 14 carries. ... It's been quite a ride for Harley-Davidson, Inc. (NYSE:HOG) investors this year. The stock?has?been?up?and down this year, but it has soared 240% since the March 6, 2009 bottom of slightly over $8 per share. Margin pressures are now?putting the brakes on the stock. Smooth Ride
As the market leader in heavyweight motorcycles, Harley-Davidson is in good financial condition thanks?in large part to its?significant brand power. Third quarter earnings surged from $88.8 million in the third quarter of 2010 to $183.6 million last quarter. Solid revenues and?a very favorable temporary tax rate of 30.4% padded earnings. Global motorcycle?and parts sales?increased 13% to $1.23 billion.?Harley's debt-to-asset ratio has steadily improved sequentially and operating cash flows remain strong.

The company has made significant?inroads into global markets. Retail sales climbed 1.8% in the Asia Pacific region last quarter. It is?concerning that demand?in Japan still has not recovered following the tsunami earlier this year, and a large percentage of?international sales derive from troubled Europe.

Margin?Miss
Global growth fears and Harley's transformation into a smaller manufacturer have?pushed the stock into the red; since July 15, HOG is down 17%. Inventories are?near multi-year lows as a result of supply constraints. The restructuring underway?at Harley's York manufacturing facility?has caused?tangible disruptions and margin pressures, particularly for higher-priced Touring and Softail lines. Harley?fell short?on both margins and margin guidance during the third quarter,?as?lower productivity and?inefficiencies were induced by the?restructuring.?Manufacturing?constraints?will continue to be felt during the fourth quarter, and inefficiencies are expected to persist?through 2013.?

Currency impacts squeezed margins as well last quarter. Harley revalues foreign assets?at end of quarter currency exchange rates. If exchange rates are lower at?the end of the?reporting period?(as the euro, Australian dollar and Brazilian real were last quarter), the impact is negative. Instability in?Europe, and for the euro,?adds a?big currency risk premium to Harley's significant?European operations. Higher prices for?steel, rubber and other?materials?that go into the production process are another major concern. Will?Harley be able to?pass along those costs to buyers? 2012 models are expected to be priced 1% higher on average. If gas prices remain very high, will the allure of the Harley brand prevent consumers from trading down to lower cost,?more fuel efficient, lighter bikes made by Honda Motor Co., LTD. (NYSE:HMC), Suzuki or Yamaha? Higher gas prices could?push more?buyers toward the growing?electric bike market. On October 26, diversified vehicle producer Polaris Industries Inc. (NYSE:PII) announced a minority investment in electric motorcycle?maker Brammo Inc.?Polaris says the electric motorcycle market is "rapidly growing."

The Bottom Line
There are a lot of near-term obstacles that may dent Harley's stock, yet?there's still a lot to like. The company is very profitable and is growing its international footprint in emerging markets. Synergies and?assembly proficiencies from the York restructuring will provide long-term benefits. The 1.4% dividend yield is a nice feature as well.?

And, the?Harley brand remains a status symbol that buyers want. But there are?long-term risks to the brand. The company's?demographic continues to get older. Younger buyers, that may not appreciate the nostalgia of owning a Harley as much as the older generation,?are increasingly demanding more fuel efficient, cost effective vehicles. Harley-Davidson could be beat?off the line?by lower cost, more manageable Japanese vehicles, just as muscle cars made by General Motors Company (NYSE:GM) and Ford Motor Company (NYSE:F)?were. Near-term margin pressures, capacity constraints and rising?input costs?weigh heavily on?the stock. Now might not be the time to ride high on HOG. Lebanese PM threatens to quit over Hariri tribunal

BEIRUT (AP) ? Lebanon's prime minister has threatened to step down if the country's Cabinet refuses to fund a U.N.-backed tribunal investigating the 2005 assassination of a Lebanese statesman. The move would almost certainly plunge the deeply divided country into a political crisis.

In a televised interview broadcast late Thursday, Najib Mikati said he refused to head a government that did not honor Lebanon's obligation to support the Netherlands-based court investigating the death of former prime minister Rafik Hariri.

"I refuse to be in a post in which Lebanon fails to commit to its international obligations," Mikati said in the interview with the local LBC TV station. "By resigning, I would be protecting Lebanon."

The investigation, and the degree to which the Lebanese authorities should cooperate with it, has become one of the most controversial issues in Lebanese politics in recent years.

Mikati's stance in favor of cooperation is in stark contrast with some of his allies, including the Shiite Muslim Hezbollah group, which strongly backed him as prime minister five months ago.

Hariri was killed by a suicide truck bomb on Feb. 14, 2005, in one of the most dramatic political assassinations in the Middle East. A billionaire businessman, he was at the time Lebanon's most prominent politician.

The U.N. and the Lebanese government subsequently instituted a Special Tribunal for Lebanon to investigate the case. It has since indicted four members of the Iranian-backed Hezbollah in the slaying.

The group denies any role in the assassination. The group's leader has denounced the tribunal as a foreign conspiracy and has vowed that he will not to allow a Hezbollah member be arrested for the killings.

The Hezbollah-backed government of Mikati now faces a deadline for agreeing to pay Lebanon's 49 percent share in the tribunal for this year. Hezbollah and its allies, who hold the majority of seats in Mikati's government, have rejected its funding by the Lebanese government. They consider the court to be illegitimate.

The issue is to be discussed at a crucial Cabinet session next week.

Mikati was Hezbollah's pick for prime minister five months ago when he replaced Saad Hariri, the slain prime minister's son. Hariri was ousted from his post by Hezbollah and its allies for his refusal to end Lebanon's cooperation with the tribunal.

Western countries have hinted at possible sanctions if Lebanon fails to cooperate.

US Ambassador to Lebanon Maura Connelly warned this month that a failure by the Lebanese government to meets its obligation to the tribunal could lead to "serious consequences."

Mikati, in the interview, said he wanted to spare Lebanon the consequences.

He urged politicians in Lebanon to do the right thing and to think of the funding issue as "an insurance police" for Lebanon.

"As a prime minister, I need to preserve Lebanon," he said.

Nigeria president fires anti-corruption czar (AP)

LAGOS, Nigeria ? Nigeria's president unexpectedly fired the head of the lead anti-corruption agency Wednesday, removing an official accused of being controlled by the political elite in this graft-prone nation.

A statement from President Goodluck Jonathan's office only said Farida Waziri was "effectively relieved" of her duties as chairwoman of the Economic and Financial Crimes Commission, which once garnered international praise for its pursuit of corrupt politicians.

The statement gave no reason for her firing, though presidential spokesman Reuben Abati later told The Associated Press it was part of possible further reforms coming in the fight against government graft.

"The removal of the (chairwoman) is part of President Jonathan's determination to revitalize the fight against corruption," Abati said from Paris while on a presidential trip for an economic summit without elaborating further.

Waziri couldn't be reached for comment Wednesday. She leaves an agency and a cause she herself appeared to grow weary of in recent weeks.

"The best any law enforcement agency can do is properly investigate cases and file charges," she said in a speech Tuesday. "The frustrations faced by law enforcement agencies within the tedious common law process ... must be voided."

Waziri still had at least another year in her tenure before Jonathan's sudden decision, agency spokesman Femi Babafemi said. Babafemi confirmed that Waziri had been fired, but said he didn't know the president's reasons for pushing Waziri out.

The anti-graft agency came into existence only a few years after Nigeria became a democracy in 1999. Its first chief, Nuhu Ribadu, claimed at one point that Africa's most populous nation likely lost more than $380 billion to graft between 1960 and 1999.

That post-independence period saw a string of military dictatorships and failed civilian governments. About $8 billion a year has been stolen in the time since, according to analysts.

Such thefts remain easy as government budgeting at every level remains opaque, and the nation pulls in billions of dollars from its joint ventures with foreign oil firms in its crude-rich southern delta.

The looting may be rising as crude oil prices have spiked in recent years, sending more unaccounted-for cash into one of the top suppliers to the U.S.

The nation's political class reigned with impunity until the agency's creation. Under Ribadu, who later became a failed presidential opposition candidate, the agency arrested powerful state governors and earned media praise.

However, the agency under Ribadu trampled on suspects' rights while avoiding targeting the allies of then-President Olusegun Obasanjo, Human Rights Watch said in a report released in August.

The rights group also said despite its headlines, the commission has only garnered four convictions against Nigeria's political elite since its creation in 2003, with those found guilty facing little or no prison time.

The administration of late President Umaru Yar'Adua forced Ribadu from the agency in 2008. Waziri, who took over the commission, has been criticized by U.S. diplomats in leaked diplomatic cables for being unprepared and for apparently being controlled by politicians.

Others have leveled corruption allegations against her and operatives of the commission, though none has been proven.

The commission under Waziri has charged several prominent bankers over the fraud that caused the near-collapse of the country's banks in 2009. It also recently arrested and charged former House Speaker Dimeji Bankole over corruption allegations ? the first major strike against the nation's political elite in many months.

Still, prosecutions by the agency have not risen since 2007, according to a recent Human Rights Watch report. The rights group said the commission's funding tripled during that period.

The president appointed agency deputy Ibrahim Lamurde as the commission's acting chairman, Babafemi said. Lamurde served as a trusted official under Ribadu, but later was sidelined following his departure.

The return of Lamurde could signal a more robust and aggressive pursuit of corruption in Nigeria, though it remains unclear whether he'll remain as the commission's top official.

Vienna opera singer Jurinac dies at 90 (AP)

BERLIN ? Sena Jurinac, one of the Vienna State Opera's most celebrated performers in the 1940s and 50s in roles as both a soprano and mezzo-soprano, has died in southern Germany at age 90.

The Vienna State Opera, which confirmed the death Wednesday, said Jurinac died Tuesday at her home near Augsburg.

"We are mourning the loss of a legendary artist who shaped not only the Vienna State Opera but also the entire opera world" opera director Dominique Meyer said in a statement.

Born in Travnik in Yugoslavia in October 1921, Jurinac studied at the academy of music in Zagreb and sang at the opera there before she made her debut at the Vienna opera as Cherubino in "The Marriage of Figaro" on May 1, 1945 ? the first production after World War II.

She performed as Cherubino 129 times and went on to become one of the best-known singers at the opera house in the 1940s and 50s, singing in operas including "Don Giovanni," "Der Rosenkavalier" and "La Boheme." Altogether she was on stage at the Vienna opera 1,268 times in 46 different parts.

Jurinac also appeared abroad, including performances at the Royal Opera House in London's Covent Garden, in San Francisco, Milan and Buenos Aires.

She became a darling of the public at the Salzburg Festival where she sang for the first time in 1947 as Dorabella in "Cosi fan tutte."

In a statement, the Salzburg Festival said that Jurinac was one of the artists that helped build Salzburg's international fame during the postwar years.

"The festival owes magic moments to Sena Jurinac for which both the audience and the press celebrated her alike," festival president Helga Rabl-Stadler said. "The black flag, which will fly at the festival's house today, is a tiny sign for the great sadness and gratitude that fulfills us."

Cash-strapped cities, schools say: 'Your Ad Here'

?Seven vinyl banners draped this month along one of Chicago's most iconic bridges, advertisements some have dubbed "a visual crime" and "commercial graffiti," are reviving a debate about how governments raise money in tough economic times.

In the aftermath of the Great Recession, a public school district in Colorado is selling ads on report cards and Utah has a new law allowing ads on school buses. Chicago Mayor Rahm Emanuel's administration, straining to fill a $600 million budget hole, is looking to raise $25 million from ads on city property ? including bridges, electrical storage boxes and garbage cans.

The effort kicked off this month with Bank of America ads on the 81-year-old Wabash Avenue Bridge, which crosses the Chicago River and has appeared in movies including "About Last Night" and "The Dark Knight."

"I think it's disgusting," Chicago resident Linda Rosenthal said recently, shaking her head as she surveyed the signs. "The architecture in Chicago is stunning. To see this awful advertisement angers me."

The white ads with blue lettering and Bank of America's logo are posted on limestone bridge tender houses, which hold the equipment used to raise the bridge when tall boats pass beneath. Bank of America paid $4,500 to put seven signs on the bridge for about a month, said city spokeswoman Kathleen Strand.

Strand promised the city's new campaign will have "policies to protect the integrity of Chicago's facade" and likened the initiative to the Chicago Transit Authority bringing in about $20 million annually from abundant ads on buses and elevated trains that don't seem to anger anybody.

"The municipal marketing strategy is really about pursuing innovative opportunities to avoid having to cut city services or increase the tax burden on Chicagoans," Strand said.

Still, some ask where the line will be drawn. Could the city's historic Water Tower be next? Or Grant Park's famed Buckingham Fountain?

The city's two major daily newspapers have faced off with opposing views. Chicago Tribune architecture critic Blair Kamin called the bridge ads "a visual crime" and "a grotesque cheapening of the public realm." A Chicago Sun-Times editorial said the ads, while unappealing, "beat going bust."

Bank of America spokeswoman Diane Wagner said the company said yes when Chicago officials asked if the bank wanted to advertise on the bridge because it's a major employer and philanthropic supporter in the city.

"We agreed to be the first company to display on the bridge because we want to help the city explore new revenue sources and we think this is an innovative way to generate new revenue," Wagner said.

Was it a smart move?
Chicago advertising professionals doubt it was a smart move for either side.

"I have made my living in advertising, but there has to be better ways to raise money," said Tim Terchek, executive creative director of the Drucker Group ad firm. What's more, the bridge ads could backfire if public disgust sticks to the bank, he said.

Leo Burnett Company's chief strategy officer Stephen Hahn-Griffiths overlooks the bridge ads altogether.

"It's like commercial graffiti," Hahn-Griffiths said. "It makes no sense from a marketing perspective and I question the intent of doing this because it does not seem like a smart decision."

Former Milwaukee Mayor John Norquist, president and CEO of the Chicago-based Congress for the New Urbanism, suggested the city could instead rent out spaces like the City Hall lobby or library and cultural center theaters for weddings and other events.

"Placing advertising on a city's architectural assets takes away from the public realm," Norquist said.

Some officials across the country, and the world, disagree.

In Rome, an Italian shoe company founder has pledged to foot $34 million to restore the Colosseum ? the ancient arena blackened by pollution ? and its founder has said the gesture could launch more private sponsorship for public benefit in Italy. In Venice, Mayor Giorgio Orsoni defended the use of publicity on restoration of such projects as the famed Doges Palace, saying sponsors' contribution allowed the work to be accelerated.

But Venice also has strict rules on the use of advertisements. Only 10 percent of an exposed facade can be covered, and ads for cigarettes, alcohol and those featuring nudity are banned.

Back in the U.S., a suburban Salt Lake City school district plans to be Utah's first to plaster its buses with advertisements in an effort to generate additional revenue without raising taxes. While the ad revenue is expected to supplement the Jordan School District's budget, officials said it won't be enough to make up for the recent budget cuts.

It's a similar story in Golden, Colo., where Jefferson County Public Schools' report cards now feature ads for the CollegeInvest college savings program. The ads raise $30,000 a year.

"Parents understand where we are at with the funding issues and most of the reaction has been positive," said school district spokeswoman Lorie Gillis.

Retiree Jim Phillips, who leads free tours of Chicago's bridges, challenged the city to channel public curiosity about the structures into money-making ventures, such as charging tourists to see the bridge houses' inner workings.

"If it gets to the point advertisements go on more of these historic structures, I don't think there's any way to stop them on others," Phillips said. "What if you put a NASCAR suit on the Picasso? What if you slapped a Google sign on one of the lions at the Art Institute?"

Moody's warns US not to back off deficit cuts

(AP) ? Moody's Investors Services warned on Wednesday that it could downgrade the U.S. government's top credit rating, if Congress backs off $1.2 trillion in automatic deficit cuts scheduled over the next decade.

The credit rating agency said in a statement it will not lower the nation's rating on long-term debt after a special congressional panel failed this week to reach agreement on alternative cuts to the deficit.

The impasse triggered the automatic cuts, which are scheduled to kick in beginning in 2013. Moody's said any effort to reduce those cuts could force the agency to downgrade its rating.

Moody's currently has U.S. government debt with a top rating of Aaa but with a negative outlook.

The agency said it had decided to take no action based on the failure of a special congressional panel to come up with a plan because the automatic cuts will arrive at the same level of deficit reduction. Some Republicans are vowing to block the cuts slated to occur in defense programs, which amount to about half of the total.

In its statement, Moody's said, "While a change in the composition of the spending cuts would not be a major rating consideration, a reduction in the total amount ... could have negative rating implications."

Moody's did not say when it would conduct its next review of the U.S. credit rating. Fitch, another rating agency, also has a triple-A rating on U.S. debt but said in August that a failure of the congressional panel to produce a plan could lead to a reassessment of that rating. Fitch has said it will issue its next report at the end of the month.

On Monday after the announcement of the 12-member congressional panel's impasse, Standard & Poor's said it would not downgrade the U.S. credit rating. Like Moody's, it warned that its present rating was based on the expectation that the automatic cuts will not be reduced.

S&P in August cut its rating of long-term U.S. Treasury securities by one notch from AAA to AA+, the first such downgrade of U.S. government debt in history.

Greenhouse gases soar; no signs warming is slowed

(AP) ? Heat-trapping greenhouse gases in the atmosphere are building up so high, so fast, that some scientists now think the world can no longer limit global warming to the level world leaders have agreed upon as safe.

New figures from the U.N. weather agency Monday showed that the three biggest greenhouse gases not only reached record levels last year but were increasing at an ever-faster rate, despite efforts by many countries to reduce emissions.

As world leaders meet next week in South Africa to tackle the issue of climate change, several scientists said their projections show it is unlikely the world can hold warming to the target set by leaders just two years ago in Copenhagen.

"The growth rate is increasing every decade," said Jim Butler, director of the U.S. National Oceanic and Atmospheric Administration's Global Monitoring Division. "That's kind of scary."

Scientists can't say exactly what levels of greenhouse gases are safe, but some fear a continued rise in global temperatures will lead to irreversible melting of some of the world's ice sheets and a several-foot rise in sea levels over the centuries ? the so-called tipping point.

The findings from the U.N. World Meteorological Organization are consistent with other grim reports issued recently. Earlier this month, figures from the U.S. Department of Energy showed that global carbon dioxide emissions in 2010 jumped by the highest one-year amount ever.

The WMO found that total carbon dioxide levels in 2010 hit 389 parts per million, up from 280 parts per million in 1750, before the start of the Industrial Revolution. Levels increased 1.5 ppm per year in the 1990s and 2.0 per year in the first decade of this century, and are now rising at a rate of 2.3 per year. The top two other greenhouse gases ? methane and nitrous oxide ? are also soaring.

The U.N. agency cited fossil fuel-burning, loss of forests that absorb CO2 and use of fertilizer as the main culprits.

Since 1990 ? a year that international climate negotiators have set as a benchmark for emissions ? the total heat-trapping force from all the major greenhouse gases has increased by 29 percent, according to NOAA.

The accelerating rise is happening despite the 1997 Kyoto agreement to cut emissions. Europe, Russia and Japan have about reached their targets under the treaty. But China, the U.S. and India are all increasing emissions. The treaty didn't require emission cuts from China and India because they are developing nations. The U.S. pulled out of the treaty in 2001, the Senate having never ratified it.

While scientists can't agree on what level of warming of the climate is considered dangerous, environmental activists have seized upon 350 parts per million as a target for carbon dioxide levels. The world pushed past that mark more than 20 years ago.

Governments have focused more on projected temperature increases rather than carbon levels. Since the mid-1990s, European governments have set a goal of limiting warming to slightly more than 2 degrees Fahrenheit (1.2 degrees Celsius) above current levels by the end of this century. The goal was part of a nonbinding agreement reached in Copenhagen in 2009 that was signed by the U.S. and other countries.

Temperatures have already risen about 1.4 degrees Fahrenheit (0.8 degrees Celsius) since pre-industrial times.

Massachusetts Institute of Technology professors Ron Prinn, Henry Jacoby and John Sterman said MIT's calculations show the world is unlikely to meet that two-degree goal now.

"There's very, very little chance," Prinn said. "One has to be pessimistic about making that absolute threshold." He added: "Maybe we've waited too long to do anything serious if two degrees is the danger level."

Andrew Weaver at the University of Victoria, Granger Morgan of Carnegie Mellon University and Gregg Marland of Appalachian State University agreed with the MIT analysis that holding warming to two degrees now seems unlikely.

"There's no way to stop it. There's so much inertia in the system," Morgan said. "We've committed to quite a bit of warming."

Prinn said new studies predict that if temperatures increase by more than two degrees, the Greenland ice sheets will start an irreversible melting. And that will add to sea level rise significantly.

"Over the next several centuries, Greenland slowly melts away," Weaver said.

Rihanna's "Talk The Talk" release tops iTunes (Reuters)

LOS ANGELES (Reuters) ? Grammy-winning singer Rihanna may soon be headed to the top of the album charts after her latest record, "Talk That Talk" reached No. 1 on iTunes on Tuesday, one day after its release.

The singer released early teasers online as much as a week in advance, helping push the album into the top 10 on iTunes. Fans took to Twitter and Facebook to call the album Rihanna's best yet. Critical reviews, however, were mixed.

"Talk That Talk" is the sixth studio album from the 23-year-old Barbadian singer, following CDs like "Rated R" and "Loud," which have seen her steadily evolve from teen pop star to adult performer since her 2005 debut. She has earned international success over the years with singles like "Umbrella," "Rude Boy" and "What's My Name."

The 11-track "Talk That Talk" features themes of love and sexuality with a mixture of up-tempo dance tracks and reggae beats on "Where Have You Been," "Birthday Cake" and "You Da One," along with ballads "We All Want Love" and "Farewell."

Rihanna also collaborated with rapper Jay-Z -- whose Roc Nation label manages her -- on the single "Talk That Talk" and Scottish producer Calvin Harris on chart-topping dance anthem "We Found Love." The record also features a sample of British indie rock group The xx's "Intro" on single "Drunk On Love."

The singer's fans were upbeat on Twitter.

@OhMy_Kayla said, "This TALK THAT TALK album by @rihanna is by far the best one yet!!!!,, I FREAKING LOVE HER," and @gabixballa tweeted, "I've only been listening to Talk That Talk since yesterday. Lowkey @rihanna's best album ever."

Despite the positive fan reception, critics delivered mostly mixed reviews, acknowledging the singer's move toward dance music but criticizing the lyrics.

New York Times' Jon Caramanica called the record "the blithest Rihanna album" and criticized the singer's voice for being "certifiably blank." Randall Roberts at the Los Angeles Times gave the album two out of four stars, saying it "contains little sweat, slobber or fluids and a lot of plasticized, inflatable insinuation."

British music magazine NME scored the album a five out of ten, and called it "annoyingly safe with just glimpses of what it might have been."

But not all critics were put off. TheWrap.com's Chris Willman called the record "less dark and more high-spirited" than her last two records, adding "the album is at its musical best when it sticks to dance music."

LANDOVER, Md. - Tony Romo went this way and that way, scrambling to find Laurent Robinson for the game-tying touchdown and Jason Witten for the go-ahead score ? both in the fourth quarter.

When that wasn't enough, the Dallas quarterback used his feet again in overtime, buying enough time to spot Dez Bryant on a third-and-15. The 26-yard completion set up Dan Bailey's winning field goal Sunday as the Cowboys won their third straight, topping the hard-luck Washington Redskins 27-24.

"That's Romo. He's like a snake, man," Washington linebacker Brian Orakpo said. "When you rush him, he's slippery. He's all over the place."

Romo completed 23 of 37 passes for 292 yards and three touchdowns ? plus no interceptions and a 100-plus quarterback rating for the third straight week. He keeps, with no dispute, his title as the NFL's Mr. November as he improved to 18-2 with 49 TDs and 12 interceptions in the month. The Cowboys (6-4) also keep their momentum in what is shaping up to be a fascinating December duel with the New York Giants for the NFC East title.

"He makes it look easy," Witten said. "I think it starts with his ability to see it before the snap, and he has a great awareness about him and an ability to make those type of throws. He's done it for a long time."

On the heels of back-to-back double-digit wins, Romo and the Cowboys had to rally against a team that has been in the doldrums for more than a month. The Redskins (3-7) have lost six straight, the longest skid since owner Dan Snyder bought the team in 1999 and extending the longest losing run in Mike Shanahan's head coaching career. The 1998 team started 0-7.

At least they mounted a stern challenge this time, proving there's always some steam in the Dallas-Washington rivalry. The Redskins scored more points than the 20 they had in their three previous games combined. They sent the game to overtime on Rex Grossman's 4-yard fade pass to Donte' Stallworth with 14 seconds left in regulation and barely missed winning when Graham Gano's 52-yard field goal was barely wide right on the opening possession of the extra period.

"It's not one of those games where we just got beat down," said Washington's Jabar Gaffney, who caught seven passes for 115 yards and a touchdown. "We gave it away. We gave that one away. We've got to learn how to win again."

The Redskins also suffered another injury along the offensive line. Left tackle Trent Williams hurt the MCL in his left knee on the missed overtime field goal. Shanahan said the injury "didn't look very good."

Grossman, making his second start since regaining the starting job from John Beck, completed 25 of 38 passes for 289 yards with two touchdowns and one interception.

Gano's miss set the stage for a flashback moment. It was on a third-and-21 that Romo found Bryant open against cornerback DeAngelo Hall for a 30-yard gain that set up the winning field goal in the Cowboys' 18-16 win over the Redskins in Week 3. Hall was again the victim in the key Romo-to-Bryant connection Sunday, leading to Bailey's 39-yard field goal 9:21 into overtime.

"The way I'm playing right now, they need to go and cut me," Hall said, "because I'm definitely not worth what I'm getting."

All seemed set for a dreary Redskins day. They were slumping, and their rivals came in on a roll. There was minimal buzz for the usually electric "Dallas Week," and there were so many Cowboys fans in the stadium that a huge roar went up when it was announced that the visitors had won the opening coin toss. Washington hadn't scored in the first half or held a lead since Oct. 4 and was using its fifth starting offensive line configuration in six weeks.

Grossman's 4-yard quarterback draw in the second quarter ended the first-half touchdown drought, and his 16-yard pass to Gaffney made the score 14-10 just before halftime ? giving Washington that ever-elusive lead.

Rookie DeMarco Murray ran for 73 yards on a workhorse 25 carries and also caught a team-high six passes for 32 yards for the Cowboys. However, unlike the previous two weeks when he wasn't sacked, Romo couldn't escape the Redskins' pass rush ? he went down four times.

Nevertheless, he extended plays when he needed to. With the Cowboys trailing 17-10, he tossed the 7-yard strike to Robinson, then rolled left to spot a wide-open Witten for a 59-yard score, a play that lasted almost as long as Romo's explanation.

US envoy: China promises clean energy access (AP)

BEIJING ? U.S. Commerce Secretary John Bryson said Chinese officials promised foreign technology suppliers equal access to their booming clean energy industry in trade talks amid pressure to revive global growth.

Bryson said the officials told him Monday the country will invest $1.7 trillion over the next five years in clean energy and other emerging technologies. He said they pledged a "level playing field" for U.S. and other foreign suppliers.

Beijing is spending heavily to develop wind, solar and other clean energy, both to curb demand for imported oil and gas and to create profitable industries. But business groups complain it is improperly supporting Chinese technology suppliers in violation of free-trade pledges and trying to limit foreign access to promising fields.

Chinese officials said foreign producers of new energy vehicles will be eligible for subsidies on an equal basis with local rivals, the U.S. Trade Representative's office said in a statement. It said Beijing promised not to require them to help Chinese partners set up new brands or hand over technology ? two conditions automakers worried might be imposed as a condition of being allowed to make or sell cars in China.

Access to China's markets for high-tech goods is especially sensitive for the United States and other Western economies that want technology exports to shore up flagging economic growth and cut high unemployment.

"They intend to provide a fair and level playing field in those industries," Bryson said after the two-day meeting of the U.S.-Chinese Joint Committee on Commerce and Trade in the southwestern city of Chengdu.

The top Chinese envoy, Vice Premier Wang Qishan, "said there would be significant opportunities to Chinese and U.S. and other foreign companies," Bryson said.

That pledge also covers high-end equipment manufacturing, energy-saving and environmental technologies, biotechnology, information technology, alternative energy and advanced materials, according to the U.S. Trade Representative.

The U.S.-Chinese committee aims to defuse trade tensions by focusing on individual policy disputes. Previous meetings have produced pledges by Beijing to lower barriers to imports of American beef and to fight rampant Chinese software piracy.

This week's meeting came amid mounting demands by some American lawmakers for punitive tariffs on Chinese goods if Beijing fails to ease exchange-rate controls. They say China's yuan is kept undervalued, giving its exporters an unfair trade advantage and wiping out jobs in the United States.

Also Monday, the two governments announced agreements to improve cooperation on intellectual property, technology, energy, trade statistics and business relations.

Beijing promised to take more steps to combat rampant software piracy by promoting use of legal software by local governments and companies, the U.S. statement said. It said they would launch a joint effort next year to stop online sales of counterfeit goods.

Earlier Monday, Wang appealed to U.S. envoys for cooperation to revive the global economy, emphasizing shared goals instead of disputes over currency and other irritants.

"We are facing a very serious global economic crisis," Wang said. "Ensuring economic health is the responsibility of every nation. Unbalanced progress is better than balanced decline."

Leaders of the world's biggest and second-biggest economies have pledged to work together to shore up global growth but ties have been strained by complaints about China's exchange-rate controls and access to its markets. Beijing is uneasy about Washington's moves to expand its political and military presence in Asia.

Bryson warned earlier Monday that American lawmakers and businesspeople "are moving toward a more negative view" of U.S.-Chinese trade ties.

President Barack Obama pressed Premier Wen Jiabao, China's top economic official, over Beijing's currency controls in a meeting last week on the sidelines of an Asian economic regional gathering in Indonesia.

The U.S. trade deficit with China hit a monthly high of $29 billion in August and is on track to surpass last year's $273 billion, the highest ever recorded with a single country.
